HomeMy WebLinkAboutRESO 5243• WJML:KIJ;p.,/30/78 ORIGINAL RESOLtrrION NO, S243 ----- A RESOLUTION DIRECTING-PREPARATION OF INVESTIGATION REPORT UNDER DIVISION 4 OF THE STREETS AND HIGHWAYS CODE UNIVERSITY AVENUE AREA OFF-STREET PARKING AS_SESSMENT DISTRICT PROJECT NO. 75-63 RESOLVED, by tbe Council of the City of Palo Alto, California, that the City Engineer, a competent person for this purpose, is hereby directed to proceed and prepare such informa- tion as may be required therefor, to make a report-in the form set forth in Division 4 of the Streets and Highways Code, for the following acquisitions and improvements, to wit: a) The acquisition of (i) properties known a.S 427 and 435 Bryant Street (the "old Safeway lot") located between Florence Street and Bryant Street contiguous to and northwesterly of the alley running from Bryant Street and Florence Street, and ( 11) properties known as 412 and 420 Kipling Street and 424 and 440 Lytton Avenue located at the northerly cor- ner of Kipling Street and Lytton Avenue. b) The relocation of persons and businesses located on said properties, the demolition of existing structures and the improving thereof as public of~-street vehicle parking facilities by gr8.ding and the construction therein of base pavement, wearing surface, curbs, gutters, drainage facilities, lighting facilities, striping, landscaping and all auxiliary work necessary to complete the same as off-street automobile.parking facilities. c) Tbe financing of a feasibility study for and on behalf of the area of the assessment dis- trict which will encompass the following matters: (1) (2) (3) (4) Improvements to on-street parking and landscaping; Improvements to off-street parking; The feasibility of constructing a downtown parking structure; Possible acquisition and improvement of addition&! off~street parking; • • • (5) Opportunities for encouraging and pro- viding for alternative transportation modes for employees and customers, including but not limited to van pools, mini-buses, shuttle buses, bicycles, handicapped, and pedestrians; (6) Multiple use o~ parking properties and structures, including existing as well as new ones, taking into account that "economics" ot parking structures are short-tei'm considerations in light of values such as street-life scale, interest and enclosure; and (7) Checking or monitoring Saturday parking. d) The acquisition of all lands, easements and facili- ties and the construction of all work auxiliary to any of the above and necessary to complete the same. all as more particularly described in Resolution No. ~-5_2_4_1~~--~ A Resolution of Preliminary Determination adopted by this Council on ~---A_u§U!x-_t __ 9 ______ , 1976, to which resolution reference is here- by made for a particular description of the general nature, loca- tion and extent of the proposed acquisitions and improvements. of tbe boundaries or extent of the district or lands to, be specially assessed to pay all the costs thereof, and of the statutes and laws under which the proceedings therefor are proposed to be conducted. • • • * • • • I hereby certify that the foregoing is a full, true and correct copy of a resolution duly passed and adopted by the Council of the City of Palo Alto, California, at a meeting thereof held on the 9th day of Atapat , 1976, by tbe following vote of the members thereof: .
