HomeMy WebLinkAboutRESO 5233' ;..., ' ,' • • •• OR!:INAL RESOLUTION NO. 5233 RESOLU'l'ION OF THE COUNCIL OF THE CITY OF PALO ALTO ADOPTING A COMPENSATION PLAN FOR POLICE NON-MANAG!MENT PERSONNEL (EFFECTIVE JUNE Ul, 1976) AND ENDING JUNE 30, 1978, AND RESCI~ING RESOLUTIONS 4800 AND 4959 The Council of the City of Palo Alto does RESOLVE as follcws: SECTION 1. Pursuant to the provisions of Section 12 of Art- icle III ol the Charter of the City of Palo Alto, the Compensation Plan. as set forth in EXHIBIT A, attached hereto and Cl&de a part hereof by reference, is adopted for Police Non-Management personnel effective June 20, 1976 and ending June 30, 1978. SECTION 2. The Compensation Plan adopted herein shall be administered by the City Manager in accordance with the Merit System Rules and Regulations. SECTION 3. The Compensation Plan shall become effective June 2b, 1976, and shall continue in effect until June 30, 1978, or until amended or revoked by the Council. SECTION 4. The City Controller is autborized to implement the Compensation Plan. adopted herein in his preparation of forth- coming payrolls and t9 make any necessary retroactive adjustments to employees' pay to reflect the effective date of June 20, 1976. He is further authorized to make changes to the titles of employee classifications identified in the Table of Authorized Personnel contained in the affected budgets if such titles have been changed by the Compensation Plan. SECTIOR S. The Council of the City of Palo Alto hereby finds that the enactment of this resolution is not a .!.'project" within the meaning of that term as defined in Section 11.04.130 of the Palo Alto Municipal Code and, therefore, no environmental assessment is necessary. · SECTION 6. Resolutions 4800 and 4959 as to police non- management personnel hereby are rescinded. Salary Range Tables Personnel covered by this plan shall receive compensation within the salary ral'lges set forth in the Salary Range Tables that follow Section ll. The salary range for each position classification title and number is expressed in bi-weekly and/or hourly rates along with the approximate monthly and/or annual equivale11t. B. SPECIAL COMPENSATION Personnel covered by this compensation plan, in addition to the salary set forth in Section I above, may receive speci.al compen54tion as follows. Eligibility sha11 be in conformance with the Merit ~les and ~lations and Adlltinistrattve Directives issued by the City Manager for the purposes of clarification and interpretation. A. Annual Adjustment .. Annually~ each employee who holds a regular full-time appointment 1n . the 111.micipaJ service on or before July first and continues in such status through the first day of Pay Period No. 25 (in December) shall receive, in addition to the salary prescribed herein, !. salary adjust- ment equal to one percent of the employee's current annual salary. Pursuant to administrative rules governing eligibility and qualifi- cation the following may be granted to sworn police person~el: P.O.S.T. Intennediate Certificate: P.O.S.T. Advanced Certificate: A.A. Degree or Junior Class stan~ing: . A.8./8.S. Degree: 5% above base salary 7J(I, above base salary $150 one-time achievement award $300 one-time achievement award Exception: Employees hired after July 1 1 1976, shall not be eligible for cash awards for AA, BS/BA degrees under the Personal Development Incentive Program. No cash awards for degrees will be made to any employees for.completion of requirements for graduation after February 1, 1979. F. Tuition Reimbursement Effective July 1, 1976, the Tuition Reimbursement· Program will be increased to a maxi1111m of $450 per fiscal year. 6. Police Reserves • Voluntary training: $2.00/hour (Payable P.A.P.D. Reserve Organization) Annual maximum per member -$300 Regular outy: H. Court Appearances • • $6.BO/hour Sworn Police Personnel appearing in court for the People shall be compensated as follows: Period 1. Appearance on scheduled day off. 2. Any or all court time during scheduied shift, or court time is 1nnediately beginning ~r fol lowing ·shift. 3. Appearance on scheduled work -day but not during, 1naed1ately before or 1aaediately after schedule<l shift. Rate Time and one.:..half Straight time during shift, time and one- ha 1 f for periods before or after sche- duled shift Tirae and one- ha 1 f. Group Insurance • The City will pay tM foll~ing amounts of p:-emh• on behalf of personnel who are eligible for coverage under various group insurance plans arranged by the City: 1. Health Insurance lOOS of medical premium payments for employee and dependent lliedf cal coverage. - Effective June 20, 1976, the major medical lifetime maxi111111 under the City Employees• Health Plan will be increased to $250,000. 2. Dental Insurance Effective June 20, 1976, the City shall pay all premium payments or equivalent self~fnsured program charges on behalf of employees and dependents who are eligible and enrolled for coverage under the existing dental plan. The City shall maintain the exfstfng level of benefit during the tenn of this agreement. Prev1ous_ly eligible dependents who were not enrolled for coverage prior to June 20, 1976, may enroll for coverclge under the dental plan but must waft six 111Dnths after the date of earoll11ent before receiving benefits under the plan.. -- 3.
