RESOLUTION NO. 5228
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
ADOPTING A COMPENSATION PLAN FOR TEMPORARY AND NON•
REGULAR PART-TIME EMPLOYEES (EFFECTIVE JUNE 20,
1976) AND RESCINDING RESOLUTION NO. 5193
The Council of the City of Palo Alto does RESOLVE as
follows:
SECTION 1. Pursuant to the provisions of Section 12 of
Article III of the Charter of the City of Palo Alto, the
Compensation Plan, as set forth in EXHIBIT A attached hereto
and made a part hereof by reference, hereby is adopted for
Temporary and Non-Regular Part-Time employees effective June 20,
1976.
SECTION_.£. The Compensation Plan adopted herein shall
be administered by the City Manager in accordance with the Merit
System Rules and Regulations.
SECTION 3. The Compensation Plan shall become effective
the Pay Period beginning June 20, 1976, and shall continue in
effect until amended or revoked by the Council.
SECTION 4. The City Controller hereby is authorized to
implement the Compensation Plan adopted herein in his preparation
of forthcoming payrolls and to makr retroactive adjustments to
employees• pay to reflect the effective date of June 20, 1976.
He is further authorized to make changes to the titles of
employee classifications identified in the Table of Authorized
Personnel contained in the 1976-~7 Budget if such titles have
been changed by the Compensation Plan.
SECTION 5. Resolution No. 5193 as to Casual/Special
personneT hereby is rescinded.
SECTION 6. The Council of the City of Palo Alto hereby
finds that the enactment of this resolution is not a 11project"
within the meaning of that term as defined in Section 11.04.130
of the Palo Alto Municipal Code andt therefore, no environmental
assessment is necessary.

SECTION I. DEFINITIONS ..
A. Temporary Employee: An individual fil 1 ing a non-regular position
requiring sixte~n to forty hours per week and funded for less than
9 months in a 12-month period.
8. Non-R~ular Part-Time Employee: An individual filling a non-regular
posit on requiring less than sixteen hours per week on an indefinite basis. ·
SECTION II. SALARY AND CLASSIFICATION
It is the intent of the City of Palo Alto to compensate temporary and non-
regular part-time employees at a rate of pay similar to those of regular
employees perfonning like work.
Temporary and non-regular part-time employees aN to be hired within the
classification framework, as presented in the attt'ched pay plan, that is
closest to a corresponding regular classification in both level of work
perfonned and rate of pay.
Should a temporary or non-regular part-time employee be required to take
on ad~ed duties above the level of those. originally required when first
hire«I, the employee is to be reclassified into a new classificati~n and
pay rate which most adequately corresponds to the new duties. Conversely:t
·if the employee is required to perform at a substantially lower level, the
employee is to be reclassified into a correspondingly lower level classifi-
cation at a lower level of pay •
. SECTION III. SPECIAL COMPENSATION
A. Overtime Pay
1. Temporary Employees

required to work on a holiday. ·
2. Non-RegularPart-Time f.mployees

a. Entitled to paid holidays which occur during the payroll period
when the enployee is nor11ally scheduled to work 40 hours per week.
