RESOLUTION NO. 5227
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
ADOPTING A COMPENSATION PLAN FOR CONFIDENTIAL
PERSONNEL (EFFECTIVE JUNE 20, 1976 AND RESCINDING
RESOLUTION NO. 5192
The Council of the City of Palo Alto does RESOLVE as
follows:
SECTION 1. Pursuant to the provisions of Section 12 of
Articfe it! of the Charter of the City of Palo Alto, the
Compensation Plan, as set forth in EXHIBIT A a~tached hereto
and made a part hereof by reference, hereby is adopted for
confidential personnel effective June 20 1 1976.
SECTION 2. The Compensation Plan adopted herein shall be
administered by the City Manager in accordance with the Merit
System Rules and Regulations.
SECTION 3. The Compensation Plan shall become effective
the Pay Perioa beginning June 20, 1976.-and ~11 continue in
effect until amended or revoked by the Council ..
&:CTION 4. The City Controller hereby is authorized to
implement the Compensation Plan adopted-herein in his preparation
of forthcoming payrolls and to make retroactive adjustments to
employees• pay to reflect the effective date of June 20, 1976.
He is further authorized to make-changes to the titles of
employee classifications identified in the Table of Authorized
Personnel contained in the 1976-1977 Budget if such titles have
been changed by the Compensation· Plan·;
:ECTION 5. Resolution No. 5192 as to confidential personnel
hereby is rescinded.
SECTION 6. The Council of .the City of Palo Alto hereby
finds that die enactment of this resolution is not a "project"
within the meaning of that term as defined in Section 11.04.130
of the Palo Alto Mtmicipal Code and, therefore~ no environmental
assessment is necessary.

Personnel covered by this cmapensation Pian, fn addition to the salary
set forth in Section I above. 1111 receive special cmpensatfon as
follows. Eligibility shall be in conforwanc~ with the Merit Rules ~nd
Regulations and_Adll1n1strat1ve Directives issu~ by the City Manager
for the purposes of clarification and interpretation.
A. Annual Adjustment
Annually, eacb eaployee who holds a regular full-ti• appointEnt in
the •mf cf pal service on or before July first and continues in such
· status through the first day of Pay Period No. 25 (in December) shall
receive, fn addition to the salary prescribed herein, a salary adjust-
11e11t equal to one pe~erit of the employee~s current annual salary.
Amual adjustllents shall be prorated to reflect appointment from
January 1 through July 1 of the current year, or interrupted service
during the year. .·
B. Overtime, Working Out of Classification, and In-Lieu Holiday Pay
Compensation for overtime mrk, working out of classification and
scheduled t«>rk on paid holidays shall be in tonformnce with the
Merit Rules and Regulations and Ad1Rin1strative Directives.
C. Group Insurance

The 0Ctty shall pay all prarh• pa)'llents on behalf of employees
who are eligible for coverave under the health plans as ..
described in_ Sub-Section (a) and (b). Any pranh• rate
increases during tbe tena of tbis cmpensation plan shall be
