RESOLUTION NO. 5200
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
DETERMINING AIR QUALITY IMPACT OF THE CITY OF PALO
ALTO SUBREGIONAL WASTEWATER TREATMENT PLA..'lT PROJECT
WHEREAS, the Council of the City of Palo Alto has carefully
reviewed available air quality data and projections of future
air quality for the project area and made an assessment of the
possible impact of its proposed project on the attainment and
maintenance of air quality standards; and
WHEREAS, the City has also carefully reviewed the alterna-
tives available which would.provide the capability of meeting
water quality objectives and ·specific requirements adopted by
the State Regional Water Quality Control Board and Federal
Environmental Protection Agency; and
WHEREAS, it has been determined "that the p~opo~e~. ".~,Pparent
best alternative project" represents the best feasible alter-
native to the City a..~d contracting agencies in meeting said
State and Federal water quality objectives and requiremen~s1 and
WHEREAS, the proposed project will accommodate less growth
in the service area, if such· growth should occur, than present
capacity of the existing subregional wastewater treatment plant
consistent with the State Department of Finance 11E-Zero" p_;-p_-
jections 1
NOW, THEREFORE, the Council of the City. 9f Palo Alto does
RESOLVE as follows:
SECTION 1. That the City Council has determined that the
air quality implications of the project have been reviewed and
that t.he slight growth which could be accommodated by the pro-
ject, if such growth does occur, will not prevent the attainment
or maintenance of air quality standards.
