HomeMy WebLinkAboutRESO 5197• • (.; i\.1 ~ ~ i>JAi. · ?.ESOLUTION NO. 5197 RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO MAKING CERTkIN CHANGES IN THE POWERS, DUTIES, AND PROCEDURES OF THE YOUTH ADVISORY COUNCIL AND REPEALING RESOLUTION NO. 4768 WHEREAS, the Council of the City of ~alo Alto by Resolution No. 4406 adopted on December 14, 1970, did consolidate into one resolution the duties, powers, organization, and procedures of the Youth Advisory Council, and WHEREl\S, the CouLcil of the City of Palo Alto by Resolution No. 4586 amended Resolution No. 4406, and WHEREAS, the Council of the City of Palo Alto by Resolution No. 4635 repealed Resolution No. 4406 and No. 4586, while amending the procedures for the Youth Advisory Council, and WHEREAS, the Council of the City of Palo Alto by Resolution No. 4768 repealed Resolution No. 4635, while amending the procedures for the Youth Advisory Council, and WHEREAS, it is desirable to provide for certain additional changes in the powers, duties, and procedures of the Youth Advisory Council and to consolidate all of the same in one resolution, NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE as follows: · SECTION 1. Powers and duties. The Youth Advisory Council createa by Resolution No. 433a is continued as an advisory body to the City Council on the needs and interests of the youth of the community and may make recommendations to the City council under Reports of Committees on the City Cotincil.~genda. It shall study, research and make recommendations on sUbjects referred to it by the City Council. It shall initiate· study and research_ on subjects of interest to Palo Alto youth and maxe recommendations on such subjects to the City Council. It shall have the power to study, analyze, make recommendations, and. take public stands on· public issues on behalf of the youth of the City of Palo Alto1 providing that when it takes a public stand on other than a local issue, its statement shall indicate that its position is not necessarily that of the City or of the City Council. It shall annually prepare a report on its work and present the same to the City Council. SECTtoR-2~ "Tfie-routh Advisory council shall be composed of three n!gh'ac~ool students from each public hiqh school attendance area, one junior high school student from each public junior high s~hool attendance area, and one student elected at large from all private schools within the City of.Palo Alto, as shown by the latest records of the Palo Alto Unified School District and of the individu.1.l private schools, who are re•idente of the City of Palo Alto. The.term of members ahall be one year. Members shall be elected by· proeedurea as agreed upon among the Youth Advisory Council, the City Manager, the Palo Alto Unified School LJistrict, and individual private school•. • • SECTION 3. Officeta. The Youth Advisory Council shall elect one of its members chairman and another member vice-chairman, who shall hold off ice for six months or until a successor is elected. A liaison from the City staff shall be appointed by the City Manager to place Youth Advisory Council reconunendations on the City Council agenda, to provide the Youth Advisory Council with educational and informational material concerning the City, and to work with the Youth Advisory Council in preparing its agenda. SECTION 4. Procedures. (a) Quorum; seven votes for action. Seven members of the Youth Advisory Council shall constitute a quorum. Any action of the Youth Advisory Council, except adjournment for lack of a quorum, shall be by the affirmative vote of seven members. (b) Meetings. All.regular meetings, special meetings, and work or st\iay sessions of the Youth Advisory Council and of its appointed task forces, if any, shall be open to the public. The Youth Advisory Council shall hold a regular meeting at least once each calendar month. (c) Failure to attend meetings. Whenever a member of the Youth Advisory Council has ~lssed two out of three consecutive regular meetings, the question of his continuation in office shall be placed upon the agenda for the next regular meeting of the Youth Advisory council. In the event that, after hearing, the Youth Advisory Council finds that a member's absence was inexcusable, he may be· removed from office. (d) Adoption of rules. Procedural· rules and meeting rc·1es not inconsistent with this resolution or the City Charter may be adopted by the Youth Advisory· council. SECTION s.·, vacancies. The chairman shall.fill-any vacancies on the Youth,Advisory Council-by·apJ?ointment of qualified persons, giving primary consideration to those persons who ran unsuccessfully for the position in the most recent election. Each ape_g~~tment shall be confirmed by the Youth Advisory Council. SECTION 6. Resolution No. 4768 is hereby repealed.
