RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
ADOPTING AN AMENDED COMPENSA~ION PLAN FOR CONFIDENTIAL
PERSONNEL (EFFECTIVE DECEMBER 21, 1975)

The Council of the City of Palo Alto does RESOLVE as fol-
lows:

SECTION 1. Pursuant to the provisions of Section 12 of
Article III of the Charter of the City of Palo Alto, the amended
Compensation Plan, as set forth in EXHIBIT A attached hereto and
made a part hereof by reference,-hereby is adopted for confidential
personnel effective December 21, 1975:
SECTION 2. The amended·compensation Plan adopted herein shall
be administered by the City Manager in accordance with the Merit
System Rules and Regulations.
SECTION 3. The amended Compensation Plan shall become effective
.for 1975-76 Pay Period No. 1 beginning·December 21, 1975, and shall
continue in effect until amended or revoked by the Council.
SECTION 4. The City Controller hereby is authorized to imple-
ment the amenaed Compensation Plan adopted herein in his prepara-
tion of forthcoming payrolls and to make retroactive adjustments
to employees' pay to reflect the effective-date of December 21,
1975. He is further authorized to make changes to the titles of
employee classifications identified in the Table of Authorized
Personnel contained in the 1975~76 Budget if such titles have been
changed by the amended Compensation Plan.
S~CTION 5. Resolution Nos. 5113, 4957, and 4814 as to
conf identiai personnel hereby are rescinded. . . ~ ....
SECTION 6. The Council of the City of Palo Alto hereby
finds that the enactment of-this resolution is not· a "project"
within the meaning of that-term as defined in· Section 11.04.130
of the Palo Alto Municipal Code and, therefore, no environmental
assessment is necessary.

COMPENSATION PLAN FOR THE CITY OF PALO ALTO

SECTION I. Salary

A. Salary Range Table ..
Personnel covered by this plan shall receive compensation within
the salary ranges set forth in the Salary Range Tables that
follow Section II. The salary range for each position classification
title and number is expressed in bi-weekly and/or hourly rates
along with the approximate monthly and/or annual equivalent. ,

B. Establishment of Salary
The City Manager is authorized to make appointments to or advancements
within the prescribed ranges upon evaluation of employee qualification
and perf onnance.

1. Step Increases
-Merit advancements from the first salary step to the second salary
step shall be granted at six-month intervals and between the second
and subsequent steps at one-year intervals if the affected
employee has demonstrated continued improvement and efficient and
effective service. For the purpose of determining step time require-
ments, time will coanenee on the first day of the month coinciding
with or following entrance onto a salary step. Step increases
shall be effective on the first_day of the payroll period in which
the time requirements have been met. The City Manager, in recogni-
tion of unusual circumstances or extraordinary performance, my
authorize spectal merit advancement.
2. In the event that a dmmward adjustment of a salary range indicates·
a reduction in the established salary of an individual employee,
the City Manager may, if circumstances ·warrant, continue the salary
for such employee in an amount in exc;ess of the revised range
maximum for a reasonable period of time. Such 1ntert• salary
rates shall be defined as uv-rates•.

SECTION II. ·Special Compensation
Personnel covered by this compensaticn plan, in addition to the salary
set forth in Section I above, may receive special compensation as
follows. Eligibility shall be in conformance with the Merit Rules and
Regulations and Administrative Directives issued by the City Manager
f~r the purposes of clarification and interpretation.
A. Annual Adjustment
Annually, each employee who holds a regular full-time appointment in
the municipal service on or before July first and continues in such
status through the first day of Pay Period No. 25 (in December) shall
receive, in addition to the salary prescribed herein, a salary adjust-
ment equal to one percent of the employee's current annual salary.
Annual adjustments shall be prorated to reflect appointment from
January 1 through July 1 of the current year. or interrupted service
during the year.
B. Overtime, Working Out of Classification, and In-Lieu Holiday Pay
Compensation for overtime work, working out of classification and
scheduled work on paid holidays shall be in confonnance with the
Merit Rules and Regulations and Administrative Directives.
C. Group Insurance
l. ·Health Plan
The City shall pay all premium payments on behalf of employees
who are eligible for coverage under the health plans as
described in Sub-Section (a) and (b). Any premium rate
increases during the term of this compensatior. plan shall be
paid by the City. The following options wil 1 exist:
a. Employee and dependent coverage under the existing Kaiser
Health Plan S Contract•
b. Employee and dependent coverage under the existing City of
Palo Alto Employees• Self-Insured Health Plan.
2. Dental Plan
The City shall pay all prenium payments on behalf of employees
who are eligible for coverage under the existing California Dental Service dentai insurance plan or the equivalent benefits
under a self-insured program, except that employees will pay
the fol lowing amounts for dependent coverage: .

The City shall assume any premium rate increase in existing

3. Basic Life Insurance
The City shall continue the basic life insurance plan as
currently in effect for the term of this compensation plan.
4. Long -Tenn Disability Insurance
The City shall continue, at employee cost, the long tenn
disability insurance as currently in effect for the tenn of
this compensation plan. For those employees without eligible
dependents covered under the health insurance provisions,
the City will pay up to $8 per month toward long tenn disa-.
bility insurance premiums.
D. Educational Leave and Tuition Reimbursement
a
1. City will reimburse expenses for tuition, books and curriculum
fees incurred by employees within the representation unit, to
a maximum of $450 per fiscal year, for classes given by
accredited institutions of lea~ning or approved specialized
training groups. Programs must either contribute to the employee's
job perfonnance or prepare the employee for other City positions~
and must be approved in advance. -
2. Employees may request advance of funds subject to the approval
of the Personnel Office. Advances may be granted for tuition,
books and other curriculum fees in exchange for repayment
agreement in the event advances are not supported or courses
are not satisfactorily completed as indicated.
3. Professional and technical employees assigned by the City to
attend meetings, workshops, or conventions of their professional
or technical associations shall have their dues and reasonable
expenses paid by the City and shall be allOwed to attend such
. workshops, meetings, and conventions on paid City time.
E. Park·ing
The City shall provide all employees within the representation unit
parking privileges-in the Civic Center Garage at no cost to such
employees.
