HomeMy WebLinkAboutRESO 5191_9 ORIGINAL RESOLUTION NO. 5191 RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO ADOPTING AN AMENDED COMPENSATION PLAN FOR MANAGEMENT PERSONNEL AND COUNCIL APPOINTEES (EFFECTIVE DECEMBER 21, 1975) AND RESCINDING RESOLUTION NOS. 5132-, 5113, 4957, AND 4814 AS TO MANAGEME~PERSONNEL AND COUNCIL APPOINTEES The Council of the City of Palo Alto does RESOLVE as follows: SECTION 1. Pursuant to the provisions of Section 12 of Article III of the Charter of the City of Palo Alto, the amended Compensation Plan, as set forth in EXHIBIT A attached hereto and made a part hereof by reference, hereby is adopted for management personnel and council appointees effective December 21, 19-15. SECTION 2. The amended Compensation Plan adopted herein shall be admini~tered by the City Manager in accordance with the Merit System Rules and Regulations. SECTION 3. The amended Compensation Plan shall become effective for 1975-76 Pay Period No. l beginning December 21, 1975, and shall continue in effect until amended or revoked by the Council. SECTION 4. The City Controller hereby is authorized to implement the amended Compensation Plan adopted herein in his preparation of forthcoroing payrolls and to make retroactive adjustments to employec3' pay to reflect the effective date of December 21, 1975. He is further authorized to make changes to the titles of employee classifications identified in the Table of Authorized Personnel contained in the 1975-76 Budget if such titles have been changed by th~."l.mended Compen- sation Plan. SECTION 5. Resolution Nos. 5132, 5113, 4957, and 4814 as to management personnel and council appointees hereby are rescinded. SECTION 6. The Council of the City of Palo Alto hereby finds that the enactment of this resolution is not a_ •projectn within the meaning of that term as defined in Section 11.04.130 of the Palo Alto Municipal Code and, therefore, no environmental assessment is necessary. SECTION I. SALARY A. Salary Range Table Personnel covered by this plan shall receive compensation within the salary ranges set forth 1n the Salary Range Table following Section II. B. Establishment of Salary The City Manager 1s authorized to uke appointments to or advanceaents within the prescribed ranges upon tNaluat1on of employee qualification and performance. In the event a downward adjustment of a salary range indicates a reduction in the established salary of an individual employee, the City Manager may, if circumstances warrant, continue the salary for such employee in an amount in excess of the revised range maxi1a111 for a reasonable period of time. Dental Plan The City shall pay all premium payments on behalf of employees who are eligible for coverage undP-r the existing City of Palo Alto Self-Insured Dental Plan except that employees will pay the following amounts for dependent coverage: One Dependent Two or More Depende_nts $ 6.05 per month $13.85 per month - The City shall assume any premium rate increase in existing employee and dependent dental coverage. 3. Basic Life jnsurance ·The City shall continue the basic life insurance plan as currently in effec~ for the term of this compensation plan. 4. Long Term Disability Insurance The City shall continue~ at empl"yee cost. the long term disability insurance as currently in eff-ect for the term of this compensation plan. Professional Development -Self Improvement Reimbursement for authorized self-improvement activities will be granted up to a maximum of $500 per year for each management employee and shall include the following benefit items: a. Civic and professional association memberships b. Conference participation and travel expense as provided in Procedure No. III-3 c. Educational programs d. Professional and trade journal subscriptions ·-.-' ·r-2. Professional Development -Sabbatical Leave Authorized paid leaves-of-absence for up to one year will be granted in accordance with the following requirements: a. Sabbatical leave program shall be beneficial to the employee's job assignment. b. An employee's job assignment activity shall be adequately covered during his absence with emphasis on the development of su~rdinates. c. The leave-of-absence per1od will be adequately coordinated with departmental priorities and workload. d. Leave-of-absence-sabbaticals should be based on internship, exchanges, and/or loaned executive arrangements; scholastic and/or authorship programs; or educational travel-study plans. Leave-of-absence schedules wil 1 ibe apportioned ainong all levels of aanagement and will be based on an evaluation of each employee's performance record. Each paid sabbatical leave will be limited to a Maximum of one year with not mre than two employees being on leave si11Ultaneously. Sabbatical leaves aust be cleared in advance and approved by the CitY, Manager and Co11ncil. 3. Personal Health Prosra111 -Physical Fitness a. All management employees will receive physical examinations in accordance with a schedule to be detennined in consultation with C1ty doctors. The minimum time interval will be one year and the 111xi111.1111, two years depending on the Edical condition and age of each_employee. b. In accordance with the rec01111endations of the med1ca1 doctor an employee may undertake a prescribed physical fitness_ program.
