HomeMy WebLinkAboutRESO 5750# II I • RESOLUTION NO. 5750 RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO ENDORSING PROPOSALS FOR COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT FUNDING AND AUTHORIZING THE CITY'S LAND- BANKING APPLICATION WHEREAS, on February 12, 1979, the City Council adopted the 1979-82 Community Development Plan, the 1979-82 Community Development Program and the 1979-82 Housing Assistance Plan for the City of Palo Alto; and WHEREAS, the Board of Supervisors for the County of Santa Clara adopted a Community Development Plan, a Community Development Program and a Housing Assistance Plc>n for th~ County of Santa. Clara for 1979-82; and Wh~REAS, the Finance and Public Works Conunittee and the City Council have held advertised public hearings to review proposals eligible for both City and County Community Development Block Grant funding; ~nd WHEREAS, the proposals eligible for County funding are consist~nt with the County's Community Development Plan, with the Community Development Program and with the Housing Assistance Plan; and WHEREAS, it is the intent of these programs to give the highest priority to activities which will benefit low/moderate income persons and aid in the prevention or elimination of slums or blight; NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE as fol.Lows: SECTION 1. The Council hereby authorizes staff to submit a pro- posal for landbanking to the County of Santa Clara for 1980-81 Community Development Block Grant funding. SECTION 2. The Council hereby endorses the following proposal which is to be submitted to the County of Santa Clara for Community Development Block Grant funding: a. The Removal of Architectural Barriers to the Handicapped on Stanford University Campus. SECTION 3. The Council also endorses the following proposals which may be submitted to the County of Santa Clara for Community Development Block Grant Funding: a. Caravan House, Palo Alto Adolescent Services corporation; b. Miramonte Satellite House Unit -Purchase and Renovation; c. Renovation of Harvey House; d. Project SAFE SEC~ION 4. The Council finds that none of the provisions of this resolution will have a significant environmental impact. Numbl'r: tNm. Commencing July l. 1971. said council shall be composed of nine memb<>rs. each of whom shall al the time of assuming such office be an elector and shall !1ave been a resident of the City of Pal CJ Alto for at least thirty days next preceding the fin al filing date for nomination papers for such office. The members of said council shall be known as councilmen, councilwomen, or council membe~s and their terms of office shall be four years, commencing o~ the first day of January next succeeding their election. The terms of council members who took office on July 1, 1977, shall expire on December 31, 1981. "Sec. 3. Ijme of election. A regular election shall be held in the City of Palo Alto on the first Tuesday after the first Monday in NO\'ember of each odd numbered year, and the same shall be known as the general mun id pal election. A 11 other municipal elections that w.ay be called under the authority of this charter, or by the general laws. shall be known as spccial elections. "Sec. 8. Mayor; electiQ!l; duties. The council shall. at its first meeting in January, elect one of its number as its presiding officer, who shall have the title of mayor, and one of its number to be vice mayor, who shaH serve for one year after their election, and until their successors are elected and qualified. The mayor and vice- mayor elected in July 1981 shall serve until election e>nd qualification of their successors in January 1982. The mayor shall preside at all meetings of the council, shall sign all official documents when the signature of the council or m~yor is required by law, and shall act as official head of the city on public or ceremonial occasions. The mayor shall not have any regu!ar administrative duties but may act as ex officio member of all boards, commissions, and committees. The mayor shall vote as other members of the council, but shall have no power of veto. The mayor shall have the power to admini!'ter oaths and affirmations. The mayor shaU perform such other ju ties as from time to time are assigned by the coum:ii. When the mayor is absent from any meeting of the council or incapable of performing his or her duties. the vice-mayor shaH, during such time. have the full powers of the mayor. A vacancy in the positions of mayor or vice mayor shall be filled by the council for the unexpired term. "Sec. IO. Ys!t.rn 2!l s;ouncil. A vacancy on the council ~ay be filled by <. majority of the remaining membcr.s of the council, and the appointee shali hold office until the first day of January succeeding the next election at which council members are to be elected. At the next election :succeeding any vacancy a council member shall be elected to serve for the unexpired term. If the council fails to fill such vacancy within 60 days of such vacancy or the council chooses to fill such vacancy by election, it shall forthwith call a special election, at which a council member shall be elected to serve for the unexpired tenn." • t i,
