HomeMy WebLinkAboutRESO 5746• "' 1 • ORIGff'JAL RESOLUTION NO. 5746 RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING SCHEDULES 5 ... 1 AND S-2 AND REPEALING SCHEDULE S-1-0 OF THE CITY OF PALO ALTO UTILITIES RATES AND CHARGES PERTAINING TO WATER, GAS AND SEWER RATES The Council of the City of Palo Alto does RESOLVE as follows: SECTION 1. Pursuant to Section 12.20.010 of the Palo Alto Muni- cipal Code, Schedules S-1 (Domestic Sewage Collection and Disposal), an~ S-2 (Comnercial Sewage Collection and Disposal) of the Palo Alto Utilities Rates and Charges hereby are amended to read as shown on "Sheets 12lh, 123i and 123.la." attached hereto and incorporat:ed herein and Schedule S-1-0 (Domestic Sewage Collection and Disposal) is hereby repealed. SECTION 2. The Council finds that the revenue derived from the authorized adjustment of said sewage rates by the City Manager is used only for the purposes aet forth in the Palo Alto City Charter, Article VII, Section 2, entitled "Public UtiH ties Revenue." Therefore, the adoption of this Resolution is specifically exempted under Public Resources Code Section 21080(b)(8) ·rom the requirements of CEQA. SECTION 3. The foregoing chc.uges shall becom.e effective November 1, 1979. This rate shall become effective on the date of full operation of Advanced Wastewater Treatment Facilities as determined by the Chief Engineer, Water-Gae-Sewer Ucilitiee or July l, 1980, whichever ~omes first. The existing stop signs in the area are .adequate and consistent wHh the city-wide "Gu:trd & Go'= stop s5_gn pattern. Thtough-traffic. on Byron (avoiding the Middiefleld/Embatcadero intersection) appears to be incr-easing,. despite the existing stop signs at Kellogg. This area may need diver-ters or barriers at Wo::bster/Embarcadero o-r at Byron/Embarcadero. Recommend~tion: No action at this time. 2. Lucati..m: South Court /El Verano Avenue Requesl: Request for 4-way stop to control speeding. Findings: Past studies have e.hown that. stop s:lgns have no positive influence in lowering sp~eds. Visibility is ad€quate. VISIBILITY IS ADEQUATE, THE NEAREST RIGHT-OF-WAY CONTROLS ON COLORADO ARE TRAFFIC SIGNALS AT MIDDLEFIELD 200 FEET EAST OF BYRON STREET AND A 3-WAY STOP SIGN (RECOMMENDED FOR INSTALLATION BY THE POLICY & PROCEDURES COMMITTEE) AT COWPER AND COLORADO AVENUE 800 FEET WEST OF BYRON STREET.-Two ACCIDENTS HAVE BEEN REPORTED IN THE LAST _30 MONTHS~ THIS SECTION O~ COLORADO AVENUE IS ALSO PART OF BUS.ROUTE 86, -I . - ANALYSIS AND CONCLUSIONS: Two EXTRA STOPS FOR THE BUSES1 ONE AT CoLORADo/CowPER AND THE OTHER AT CoLORAP~/BYRON, WOULD ALSO CAUSE SOME TRAVEL DELAYS AND THEREFORE AFFECT THE PRESENT BUS SCHEOULF.S.
