RESOLUTION NO. 5746
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
AMENDING SCHEDULES 5 ... 1 AND S-2 AND REPEALING SCHEDULE
S-1-0 OF THE CITY OF PALO ALTO UTILITIES RATES AND
CHARGES PERTAINING TO WATER, GAS AND SEWER RATES
The Council of the City of Palo Alto does RESOLVE as follows:
SECTION 1. Pursuant to Section 12.20.010 of the Palo Alto Muni-
cipal Code, Schedules S-1 (Domestic Sewage Collection and Disposal),
an~ S-2 (Comnercial Sewage Collection and Disposal) of the Palo Alto
Utilities Rates and Charges hereby are amended to read as shown on
"Sheets 12lh, 123i and 123.la." attached hereto and incorporat:ed
herein and Schedule S-1-0 (Domestic Sewage Collection and Disposal)
is hereby repealed.
SECTION 2. The Council finds that the revenue derived from the
authorized adjustment of said sewage rates by the City Manager is used
only for the purposes aet forth in the Palo Alto City Charter, Article
VII, Section 2, entitled "Public UtiH ties Revenue." Therefore, the
adoption of this Resolution is specifically exempted under Public
Resources Code Section 21080(b)(8) ·rom the requirements of CEQA.
SECTION 3. The foregoing chc.uges shall becom.e effective November
1, 1979.

Thie schedule appliee to each occupied domestic dwelling unit. This
rate shall become effective on the date of full operation of Advanced
Wastewater Treatment Facilities as determined by the Chief Engineer,
Water-Gae-Sewer Ucilitiee or July l, 1980, whichever ~omes first.
Until such time, the current rate shall apply.

SPECIAL NOTES:
An occupied domestic dwelling is designated as any house, cottage,
flat, duplex unit, or apartlllent unit h~ving kitchen, bath, and
aleeping f&cilities and to which utilities services are being
rendered.
Any dwelling unit not being individually ser'1ed ~y gas or electric
meter will be coneidered aa continuously occupied.
Por any dwelling unit being aerved by more than one sewer connection,
tha monthly charge will be applied to each connection.

COMMERCIAL SEWAGE COLLECTION AND DISPOSAL
APPLICABILITY:
This schedule applies to all establishments other than dome'·ti~
dwelling units. These rates shall become effective on the date
of full operation of Advanced Wastewater Treatment Facilities
as determined by the Chief Engineer~ Water-Gas-Sewer Utilities
or July 1, 1980~ whichever comes first. Until such time~ the
current rates shall apply.

All customers receiving City of Palo Alto sewage collectiL~ and
disposal services. {Replaces Schetlule S-2-0 on the effective
date.)

Sewage metering facilities may be required> in which case service
will be governed by terms of a special agreement.
Charges for large discharges (25*000 gallons per day or greater)
will be determined on the basis of santpling as outlined in
Utilities Ruie and Regulation 19C. Annual charges will be
determined and allocated monthly.

Findings: Kellogg Avenue ls a through street at Isyrcg Street. Vl~lbilHy
is adequate. Nearest rj ght-of-way e:ontrol s on Ke 11 c,gg are stop signs
at Middlefield Road 220 feet east of Byron Street and a 4-way stop sign
at Webster Street 220 feet west of Byron Street, No accidents have been
reported in the 30-mont.h period, January 1977 to June 1979. The existing
stop signs in the area are .adequate and consistent wHh the city-wide
"Gu:trd & Go'= stop s5_gn pattern. Thtough-traffic. on Byron (avoiding the
Middiefleld/Embatcadero intersection) appears to be incr-easing,. despite
the existing stop signs at Kellogg. This area may need diver-ters or
barriers at Wo::bster/Embarcadero o-r at Byron/Embarcadero.
Recommend~tion: No action at this time.
2. Lucati..m: South Court /El Verano Avenue
Requesl: Request for 4-way stop to control speeding.
Findings: Past studies have e.hown that. stop s:lgns have no positive
influence in lowering sp~eds. Visibility is ad€quate. No accidents
have be<>n repc1·tt'.d in the last 30 months.

OF BYRON STREET AND A 3-WAY STOP SIGN (RECOMMENDED FOR
INSTALLATION BY THE POLICY & PROCEDURES COMMITTEE) AT COWPER
AND COLORADO AVENUE 800 FEET WEST OF BYRON STREET.-Two
ACCIDENTS HAVE BEEN REPORTED IN THE LAST _30 MONTHS~ THIS
