RESOLUTION OF THF. COUNCIL OF THE CITY OF PALO ALTO
AMENDING RESOLUTION 4291 CHANGING THE CITYWIDE STOP
INTERSECTION SYSTEM AND MAP
ORIGINAL
The Council of the City of Palo Alto does RESOLVE as follows:
SECTION 1. The additions and modifications to the existing stop
sign system as set forth in Exhibits B-1 through B-6 and the corres-
ponding map and Exhibits C-1, C-2. ~-14 and C-15 and the corresponding maps
which are attached hereto and by reference made a part hereof and hereby
adopted.
SECTION 2. The map which was attached to Resolution 4291, as
amendea, entitled ':Stop Intersection System," which is attached hereto
as Exhibit "A" and by reference made a part hereof, is hereby amended
accordingly.
SECTION 3. The Council finds that none of the provisions of this
ordinance wiil have a sienificant adverse enviroranental impact.

Location: California Avenue/Ash-Street
Request: Request from--California Avenue business'""district for a 3-way
stop to provide·a safer pedestrian-crossing.
Findings: California·Avenue·-is-a through street•at Ash St:reet. There
is a lot of pedestrian movement-1n--t:;1e-business· district;. -although in
the last 30 moTJ.ths-there-hai:: ·been· only-one· accident involvine a pedestda.n
(reported earlier·this·ye.ar)•· Auto traffic·moves slowly and often stops
for pedestrians. There is· a mid-block crosswalk on California Avenue:
between Ash Street and El"Camino·R~dl, and another mid-block crosswalk
on California Avenue be~en-Ash·and-Hirch. Despite the relatively good
accident history, staff believes'tha increasing level of pedestrian and
auto movements warrant stop·signs·on·California Avenue.
Recommendation: Install stop signs on California Avenue at Ash Street
as requested.
Location: Bryant Street/Forest Aveaue
Reguest: Reqt,est:for--a 4-way-stop to·better control traffic.
Findings: Bryant Street is a through· street at Forest Avenue. Visibility
for westbound caTs.,..is·restrieted·by· diagonally-parked--cars on Bryant
Street. Three right-angie·accidents'have been-reported in-the last
30 months. Site observations··shoi;;r a· lot of driver confusion at this
location (drivers on Bryant·Street·stop-oceasionally as if the intersection
alrf!.ady were a 4-way· stop~;., Although· the· number of ·ac.c.idents is not
excessive, the vieibility··problems-and-·observed confusion at this loc~::ion
indicates that thls·!ocation-be-made·a-4-way stop. ·
Recommendation: Install· stop signs-en Bryant Street at Forest to make
this a 4-way-stop.
Location: Hamilton·· Avem:ie/llhodes·· Street
Petition by residents fo)F~~stop· (Exhibit "D0 -).
Findings.: Hamilton Avenue· is' a through street .at-Rimdes ·Street.
Visibility ie adequate.· ·No·aecidents·have o~r.o:rred during the last
30 months. However. ·the·nearest·stQp·signs on·Hamiltcr. Avenue are at
Greer Road and at Alester Avenue, a gap·of 3 blocks. 'fllis gap is
inconsistent-with· the·c.ity""Wide-"Guard· & Gou· stop sign pattern which
provides for vehicle stops-evacy-two· blocks.

Recommendation: Install stop signs on llamilton Ave.nue at Rhodes Street.
4. Location: Commerc~]!~eet/Transport Street
Request: Request for a 3-way stop for better vehicular right-of-way
control.
Findings: n1is is an un~ontrolled inrerscction. No accidents have been
officially reported in the last 30 months. Mr~ Martin Riley, 999 Connnerical
Street, requested the-insLallation·of·a 3-way stop at this location
since Mrs. Riley was involved in an accident on May 4, 1979 {although no
·accident report is on file wi~h the police). On-stre'!t parking near the
intersection is hea\ry. Parked·cars restrict·visibility. Staff believes
that Transport Street·should·be a through st1.eet at Commercial Street..
Also, the provision·of 11No·Parking11 zones-will be considered at this
intersecLion to· improve visibility.
Recom::en::!stion: Install one-way stop on Cammercial Street at Transport
Street.
5. Location: ·Las Robles'Avenue/Cerrito Way
Reque~t: Request·for·one4 way·stop·on·Cerrito Way.
Findings: This is an unccnnolled· intersection. -A-· &teip· s:l.gn on Cerrito
Way is warranted· since· traffic on-Cerrito Way, a· local street·, is supposed
to stop for traffic·on Los Robles~Avenue, which is a collector street.
·Recommendation: Install one-way· stop on Cerrito Way at Los Robles
Avenue. .·

_Request.~ A p~tition by residents fol: a 4-way stop (E:iohlbJt "Eu).
Findings: Kellogg Avenue is a through street at Byrou Street. Vi~lbility
is adequate. Neat:est right-of-way tontrols on Kellogg are stop signs
at Middlefield Road 220 feet east of Byron Street and a 4-way stop sign
at Webster Street 220 feet vest of Byron Street, No accidents have been
reported in the 30~month period, January 1977 to June 1979. The existing
stop signs in the area are adequate and consistent with the city-wide
"Gu:trd & Go" stop sign pattern. Through-traffic. on Byron (avoiding the
Middlefield/E.mba.t·cadero intersection) appears to be increasing,. despite
the existing stop signs at Kellogg. This area may need divec-ters or
barriers at W<:!bst:€r /Embarcadero or at Byron/Embari:·adero.

ON COLORADO ARE TRAFFIC SIGNALS AT MIDDLEFIELD 200 FEET EAST
OF BYRON STREET AND A 3-WAY STOP SIGN (RECOMMENDED FOR
INSTALLATION BY THE POLICY & PROCEDURES COMMITTEE) AT COWPER
AND COLORADO AVENUE 800 FEET WEST OF BYRON STREET.· Two
ACCIDENTS HAVE BEEN REPORTED IN THE LAST .30 MONTHS. THIS
