HomeMy WebLinkAboutRESO 5742• RESOLUTION NO !i74' RESOLUIION OF THE COUNCIL OF THE CITY OF PALO ALTO EXPRESSING APPRECIATION TO SIGRID LORENZEN RUPP FOR OUTSTANDING PUBLIC SERVICE AS A MEMBER OF THE ARCHITECTURAL REVIEW BOARD ORIGINAL WHEREAS, Sigrid Lorenzen Rupp has served the City of Palo Alto as a member of the Architectural Review Board from October 1, 1973 to September 30, 1979; and WHEREAS, Sigrid Lorenzen Rupp served as Chainnan of the Architectural Review Board in 1977; and WHEREAS, Sigrid Lorenzen Rupp has given unselfishly of her time and talents to assist in guiding the growth and development of the City in the best 1nte,..est of the total coo1llllni ty; and WHEREAS, Sigrid Lorenzen Rupp has made a significant personal contribution to the c0111Runity through her diligent and conscientious efforts while serving as a member of the Architectural Review Board; and WHEREAS, the City of Palo Alto wishes to recognize the service of Sigrid Lorenzen Rupp. NOWt THEREFORE, BE IT RESOLVED that the Counc1l of the City of Palo Alto hereby gratefully records its appreciation, as well as the appreciation of the citizens of the comnunity, for the outstanding public servi:e rendered by Sigrid Lorenzen Rupp. INTRODUCED AND PASSED: October 15, 1979 AYES: Brenner, Eyerly, Fazzino, Fletcher, Henderson, Levy, Renzel, Sher, Witherspoon NOES: None ABSENT: None ATTEST: . &..., Aif ~~ APPROVED: ae1 .:v=' /,4r. -e+1..-... Findings: California·Avenue·-ia-a through street•at: Ash Street. There is a lot of pedestrian movement· .. in-the·busin.ess district;. although in the last 30 mo~ths there·has·been only·one·accident involvine a pedestda.n (reported 'arlier·this·ye.ar)~· Auto· traffic·moves slowly and often stops for pedestrians. There is· a mid-block crosswalk on California Avenue~ between Ash Street and El.Camino·Re.tl, and another mid-block crosswalk on California Avenue berween~Ash·and Dirch. Despite the rel~tively good accident history,·scaff believes·tha increasing level of pedestrian and auto movements warrant· stop··signs· on· California· Avenue. Recommendation: Install stop signs on California Avenue at Ash Street as requested. 2. Location: Bryant StreetfForest·Avenue 3. Request: Req~est:for--a 4-way-stop to·better control traffic. Findings: Bryant Street is a througbstreet at Forest Avenue. Visibility for westbound cat'S"·is· restricted· by diagonally-parked-cars on Bryant Stree.t. Three right-angle-accidents' have been-reportecl in· the last 30 months. Site observations-show· a· lot of· driver confusion at this location (drivers on Bryant· Street· stop·-occasionally as if the intersection already were a 4-way· stop~:· -Although· the· number-of· ao.cidents is not excessive, the visibility-problems· and-observed confusion at this loc~tion indicates that· thJs· location>be·made·a ·4-wny stop. : Recommendation: Install-stop signs-en Bryant Street at Forest to make this a 4-way·stap. Loc.9.tion: Hamilton· Avetroe/llhodea·· Street l 4-wijj Petit.ion by residents for a ~-= stop· (Exhibit "D".). Findings: Hamilton· Avenue· is' a through street .at ·Jllwdes· ·Street. Visibility is adeqnate. No· accidents· have or..r.o:rred during the last 30 months. However, ·the·neareet·stop·signs 01.&·Hamf.ltcr. Avenue are at Greer Road and at Alester Avenue, a gap·of 3 blocks. This gap is inconsistent· with· the· city•wide-riGuard & Go11. stop sign pattern which provides for vehicle stops-evary-two·blocks. No accidents have been officially reported in the last 30 rnont.hs. Mr~ Martin Riley, 999 Commerical Street, requested the"installation·of·a 3-way stop at this location since Mrs. Riley was involved in an accident on May 4, 1979 (although no ·accident report is on file with the police). On-street parking near the intersaction is heavy. Parked·cars restrict visibility. Staff believes that Transport Street·should ha a through st~eet at Commercial Street. Also, the provision·of 0 No·Parking0 zones·will he considered at this interseclion to· improve vis~bility. Re.£2._~endstion: Install one-way stop on Commercial Street at Transport Street. 5. · Loc.ation: ·Les Robles' Avenue/Cerrito Way Reque.!j!t: Request·. for· one.r.way stop-on· Cerr1to Way. I'indlugs: This is an unccnu:olled· intersection. ·A·· Stflp· s:lgn on Cerrito Way is warra..11ted· since· traffic on· Cerrito Way, a· local street, is supposed to stop for traffic· on Los Robles· Avenue, whic.b is a collector street. ·Recommendaticn: Install·one-way·stop on Cerrito Way at Los Robles Avenue. .. &._ Locati(1n: · Homer-·Avenae/Downing Lane ··Request: Request for one-way·stop·on·Downing-Lane. ·· Findings: This is an· uncontrolled· interseet.ion. A s~op sign· on Downing ·Lane is warranted since traffic on Downing· J,ane, ·a· local street, is · supposed to stop for traffic·on Homer Avenue; ·which is a collector ·street. ·Rec~ndation: Install·one-way stop on Downing·Lane at Homer Avenue. Findings~ Kellogg Avenue is a through street at Byro~ Street. Vi~ibilHy is adequate. Nearest right-of-way tontrols on Kellcgg are stop signs at ~~iddlefield Road 220 feet ~ast of Byron Street and a 4-way stop sign at Webster Street 220 feet west of Byron Street-No accidents have been reported in the 30-month pertod, January 1977 to June 1979. The existing stop signs in the area are-adequate and consistent with the city-w.lde "Gu.:trd & Go'= stop si.gn pattern. Through-traffic. on Byron (avoiding the Midd1efield/Embarcadern intersection) appears to be increasing, despite the existing stop signs at Kellogg. Thi.s ai::ea may need divecters or b;irr-iers at WebstH /Embarcadero or at Byron/Embarc·adero. Recommend~tion: No action at this time. 2. Location: South Court/El Verano Ave.nue RequesL: Request for 4-way stop to control speeding. Findings: Pa~t studies have shown that stop s:lgns have no positive influence in lowering speed·3. Visibility is adequate. No accidents have beQn repc1 t('.d in the last 30 months. Rer:ommendation: No action. COLORADO IS A THROUGH STREET AT BYRON STREET. VISIBILITY IS ADEQUATE, THE NEAREST RIGHT-OF-WAY CONTROLS ON COLORADO ARE TRAFFIC SIGNALS AT MIDDLEFIELD 200 FEET EAST OF BYRON STREET AND A 3-WAY STOP SIGN (RECOMMENDED FOR INSTALLATION BY THE POLICY & PROCEDURES COMMITTEE) AT COWPER AND COLORADO AVENUE 800 FEET WEST OF BYRON STREET.· Two ACCIDENTS HAVE BEEN REPORTED IN THE LAST .30 MONTHS. THIS SECTION O~ COLORADO AVENUE IS ALSO PART OF BUS.ROUTE 86. I . - ANALYSIS AND CONCLUSIONS: Two EXTRA STOPS FOR THE BUSES, ONE AT CoLORADo/CoWPER AND THE OTHER AT COLORADO/BYRON, WOULD ALSO CAUSE SOME TRAVEL DELAYS AND THEREFORE AFFECT THE PRESENT BUS SCHEDULES.
