RESOLUTION NO. 5736
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
SUPPORTING THE AREAWIDE HOUSING OPPORTUNITY PLAN
WHEREAS, conditions in the current housing market have made
it difficult for families with low and moderate incomes to find
affordable housing in the San Francisco Bay Area; and
WHEREAS, lack of affordable housing for lo~-and moderate~
income families places a severe strain on the economic and social
prosperity of the Bay Area; and
WHEREAS, the City of Palo Alto and other local governments
in the Bay Area have ~emonstrated a commitment to encouraging
adequate housing for all residents by developing housing elements
o~ cheir General Plans and Rousing Assistance Plans; and
WHEREAS, ABAG has committed itself to improve housing for
low .... and moderate-income people regionwide in Phase I of the
Regional Housing Element, approved by ABAGls Executive Board in
August 1975; in a regional housing subsidy distribution system,
approved by the Executive Board in September ~976; and in the
Regional Housing Plan approved ir. January 1978; and
WHEREAS, local governments, through their own and ABAG's
policies, are iDlplem.enting housing programs concerned with sub-
sidies, environmental safety, land use, or permit review refoX'l!l to
encourage mc,re affordable housing; and
~S, insufficient federal housing assistL~ce has been
available to Bay Area communities to help carry out their housing
pi:ograms; and
WHEREAS, coorerative efforts like an Ar~awide Housing Oppor-
tunity Plan provide cities and counties the chance to be more
directly involved in decisions on the distribution of housing sub~
std:tea; and
WHEREAS, development and approval by ABA.G and its local juris-
dictions of an Areawide Housing Opportunity Plan will enable the
region to seek additional housing subsidies;
NOW, THEB.EFORE, the Council of the. ~ity of Palo Alto does
l.ESOLVE a1 follows:
SECTION 1. The Council of the City of Palo Alto support• th.a
housing-asalatance goals established in the Areawide Housing Oppor-
tuntty Plan.
SECTION 2. The Council finds that the Areawide ilouaing Oppor-
tunity Plan generally reflects this conaunity'e houaing assistance
goals.

SECTION 3. The City will make cdjuatments if necessary to
its Housing Assistance Plan's goals to make them generally consis-
tent with the Areawide Housing Opportunity Plan; and
SECTION 4. The City will continue to implement through its
Comprehensive Plan Housing Element. the Santa Clara County Housing
Authority, and the City's Housing Assistance Plan programs to help
make more housing available to low-and moderate-income families.
