RESOLUTION NO . 5732
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
APPOINTING A STANDBY CITY COUNCIL TO ASSURE THE
CONTINUANCE OF nm CITY'S LEGISLATIVE AND EXECUTIVE
BRANCHES IN CASE OF A DISASTER
WHEREAS, in accordance with Section 2.12.090 of the Palo Alto
Municipal Code and Sections 8637 et. seq. of the Government Code,
this Council is ~owered to appoint standby councilmembera to
assure the continuance of the City'·s legislative and executive
branches in case of a disaster;
NOW, THEREFORE, the Council of the City of Palo Alto does
RESOLVE as follows:
SECTION 1. The following persons are appointed as standby coun~Illiielllbers in accordance with Section 2.12.090 of tha Palo Alto
}1unicipal Code and Sections 8637 et. seq. of the Government Code:
Scott T. Carey
Roy L. Clay
William M. Clark
Kirke W. Comstock
Stanley R. Norton
Enid Pearson
Richard Rosenbaum
Sylvia Seman
C. Grant Spaeth
SECTION 2. In case of an emergency wherein a standby coUA~cil·
member or council.members needs to be appointed, such appointment
shall be from the above persons in the follm7' .... g order:
(a) First: former mayors in descending chronological
order of last year served;
(b) Second: former vice mayors in descendir..g chrono-
logical order of last year served;
(c) Third: former councilmembers in descending chrono ...
logical order of last year serv~d;
(d) Fourth: former councilmembere in descending order
of years of expexience.

~ECTION 3. The Council of the City of Palo Alto finds that
the revenue dP.rived from the authorized adjustment of said gas
rates by the City Manager shall be used only for the purposes set
out in the Palo Alto City Charter, Article VII, Section 2, entitled
"Public Utilities Revenue." Therefore, the adoption of this
resolution and the future adjustments of said gas r&tes by the
City Manager as authorized herein are specifically exemptetl under
Public Resources Code Section 21080(b)(8) from the requirements
of CEQA.
