Pursuant to the provisions of Section 12 of Article III of tne Charter of the City of Palo Alto, the Compensation Plan, as set forth in EXHIBIT "A" attached hereto and made a part hereof by reference, hereby is adopted for Fire Department personnel effective October 1, 1978. SECTIOH 2. The Compensation Plan !:idopted herein shall be adminfstered by the City Manager in accordance with the Merit System Rules and Regulations. SECTIOH 3. The Compensation Plan shall become effective October I. 1973, and shall continue in effect until December 31, 1979. or until amended or revoked by the Council. SECTIOH 4. The City Controller hereby is authorized to im- pleI!lent the Compensation Plan adopted herein effective October 1, 1973. He is further authorized to make changes to the title of enployee classifications identified in the Table of Authorized Personnel contained in the 1979-80 budget if such titles have been cha£1ged by the Compensation Plan. SECTIOH 5. Resolution No. 5332 hereby is rescinded. SECTION 6. The Council of the City of Palo Alto hereby finds that the enactment of this resolution is not a project under the California Environmental Quality Act and, th~refore. no environ- mental impact assessment is necessary. Salary Range Tables Personnel covered by this plan shall receive compensation within the salary ranges set forth in the Salary Range Tahles that follow Section II. The salary range for each position classifica- tion title ind number is expressed in bi-weekly and/or hourly rates along with the approximate monthly anrl/or annual equivalent. 8. Establistwnent of Salary The City Manager is aythorized to make appoin"Mlents to or advance- ment~ within the ~rescribed ranges upon evaluation of employee qualification and perfonnance. Merit advancements from the first salary step to the second salary step shall be granted at six-month intervals and between the second and subsequent steps at one-year intervals if the affected employee has demonstrated continued improvement and efficient and effective service. Step increases shall be effective on the first day of the payroll period in which the time requirements have been met. SPECIAL CCJIPENSATION Personnel covered by this ccmpensation plan, in addition to the salary set forth in Section I above, may receive special compei•sat1on as follows. Eligibility shall be in conformance with the Merit Rules and Regulations ~nd Adm1nistrat1ve Directives issued by the City Manager for the purpos~s of clarification and interpretation. Annual AdJustment Annually, each employee who holds a regular full-time appointn~nt • in the municipal service on or before July fir·st and continues in such status through the first day of Pay Period No. 25 (in December) shall receive, in addition to the salary prescribed herein, a salary adjustJrient equal to one percent of the employee's current annual salary. Annual adjustments shall be prorated to reflect appointment frcrn January l through July 1 of the current year, or interrupted service during the year. 8. Overtime Pr-c.~i um Rate Shift personnel assigned to overtime relief duty in addition to their regular 56-hour sMft schedule shall receive ove!"'!:.ime com- pensation at a rate of one and one-half times the employee!s basic 56-hour rate for all hours of the relief duty shift. Overtime assignments for duties other than miniG'll.llft staffing shall receive compensation at ~ rate of one and one-half times the employee's basic ~0-hour rate. C. Working Out of Classification All out-of-ch.ssf fication assignme~ts resulting from vacation coverage will not receive acting pay. Ail other out-of~cl~ssifi­ cation assignments assigned by Management where eight or more hours of the shift are worked will be paid actir.9 pay from the beginning of the assignment at 7~% above the base regular rate of pay. This provision applies to lower ciassificatfons working as Apparatus Operators and captains. Representation unit employees working as Battalion Chiefs will follow past practices. D. Paid Time Off -Staffing Available All representation unit fire suppresslon personnel as of January 1, 1979, shall be entitled to one shift (24 hours) off with pay on a staffing available basis when platoon staffing is above 32. to be taken before December 31, 1979. Non-shift representation unit personnel will be entitled to two days off staffing ava;lable under this section. Time off under this article will be lost if not taken by the dates indicated. for purposes of this article staffing available means that no additional overtime expense will be incurred as a result of taking time off under this article. • e CCl4PENSATION PLAN FOR THE CITY OF PALO ALTO Fire Personnel October 1, 1978 -December 31, 1979 Page Three E. In Lieu of Holiday Pay F. G. H. Representation unit fire suppression personnel in pay status shall receive 11.5 hours straight time regular pay per month in lieu of holidays to a maxillNID payment of 138 hours per year. If eftll>loyees wish to take time off instead of i"-lieu pay, time off shall be at the rate of one-half shift ~12 hours) per month on a staffing avail- able basis. Such time off must be scheduled so that no additional overtime will be required to achieve suppression minimum staffing. Time ot1 instead of in-lieu holiday pay may be taken in advance of the month that said in-liPu hours becane payable up to a maximum of 48 hours. However, no 1n-lieu hours will be paid until such advanced time off has been liquidated by the in-lieu hours accrued in subse- quent months. Health Plan premium incre~s~s during t~ tenn of the compensation plan will be assumed by the City. 2. Dental Plan r The City shall pay all premium paymer1ts or equivalent self- insured program charges on behalf of employees and depend- ents who are eligible and enrolled for coverage under the existing dental plan. ' • ORIGINAL RESOLUTION N0.5 ~7~1=5 __ _ RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO APPROVING THE MISCELLANEOUS DIVISION OF LAND AT 1830 COWPER/458 TENNYSON AND GRANTING AN EXCEPTION WHEREAS, 25,000 square feet of property zoned R-1 and located at 1830 Cowper and 458 Tennyson in the City of Palo Alto, hereinafter referred to e..s the 11Subjec: Property" is proposed to bf> redivided into two (2) lots; and WHEREAS, lots in an R-1 {Single-Family) Residence District Regrlations zone distri.ct are required by Section 21.20.110 of the Palo Alto Municipal Code to have a width of 60 feet and one of the proposed lots fails to have this width; and ifHEREAS, the proposed division of land requires an exception from said re~uirements, NOW, 1iHEREFORE, the Council of the City of Palo Alto does RESOLVE as follows: SECTION l, The City Council finds that there are spec:tal condi- tions affecting the lots, including the fact that Parcel 2 is currently substandard in width and its width will not be altered by this lot division and that the exception granted herein is necessary for the preservation and enjoyment of a substantial property right of the petitioner. and that the exception granted herein will not be detri- mental to the public welfare or injurious to othe~ property in the territory in wbic~ this property is situated. SECTION 2. The City Council hereby approves the Miscellaneous DivisTon of Land for the subject property, as shown on the map attached hereto and incorporated here.in by reference, and grants the exception to the 60 foot width requirement as provided in Chapter 21.28 of the Palo Alto Municipal Code. with the condition that the lath st~ucture be removed. SECTION 3. The City Council hereby finds that the proposed project will not have a significant impact on the environment.
