RESOLUTION NO. 5713
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
ADOPTING FINDINGS FOR THE 1976 EDITIONS OF THE UNIFORM
BUILDING, MECH!u''U,CAL, PLUMBING AUD HOUSING CODES
WHEREAS, this Council has previously adapted the 1976 editions
0£ the Uniform Building, Mechanical, Plumbing and Housing Codes with
amendments to meet local needF: and
WHEREAS, in accordance with the provisions of the Health and
Safety Code, findings for local amendments to such uniform codes
are now considered;
NOW, THEREFORE, the Council of the City of Palo Alto does
RESOLVE as follows:
SECTION 1. Findings for local amendments to the 1976 editions
of the Uniform Building, Mechanical, Plumbing and Housing Codes,
attached hereto as Exhibit "A" and incorporated herein, are hereby
approved.
SECTION 2. This Councll has previously determined that the
adoption of ~e uniform codes as amended have no significant impact
on the enviromnent.

is needed to insure the safety of -the occupants of a building to be
demol.ished.

can be used JDOre flexibly, in that, hazardous storage 0£ combustible
waste materials can be protected by an inexpensive yet proven
effective domes~ic sprinkler (fire extinguishing) system; without
major expense or building design.

capability of the fire depart.ment. Such occupancies having up to
15 1000 sq. ft. of floor area will require 3000 gpm fire flow which

ext.i.ngui.sh.ing systems are ne~ssary t:o confine the fire t"rpread to
manageable areas. (NOTE: This f'.ype occupancy will require 2 gpm -per

This amandment to tl1e code permits the Fire Chief to evaluate particular
situations not: specifically addrr-ssed by the code on eheir merits.
Therefore, building owners may provide fire ertinguishing sgst·ems that
off-set. otherwise insUL'llDUlltable fire protection problems for "this local
fire d'pa.rtment.
Soma of these problems include the inabJ.lity of the fire department to
provide the fire flow, while performing rescue and vent:ilat:ian operations
in high buildings. Therefore., apparatus limitations and manpowe.;_
dict"ate that the maximt.!m height the fire department:. can protect
adequately is 5 stories or. SO fee~, when access and water is available.
I.i.m.i ted access for fir<:J department: mobile apparatus means devoting
personnel to manually raise ladders, lay and extend fire hoses1 etc.
'l!his is ineffecient use of available resources and limits the fire
department's abilitg to provide t.he required fire flaw. Pi.re extingu.ish-
inq systems when properly supplied with water and pressures permit this
fire department to provide rescue, ventilation and salvage operat.i.ons
while the system confines the fire antJ ultim.itely assists in final
ertinguisbment.
Di.stance exceeding 150 feet from the nearest accessible and reliable
water supply adds additional time and resource allocation as well, and
tbsrefore, a built-in fire extinguishing syst.am permits this expenditure
of time wit:lrJut danger of a rapidllJ spreading fire developing into· a
~1re pr blem exceeding the fire department's extinguishment capability.
