RESOLUTION OF THE COUUCIL OF~ITY OF PALO ALTO
ADOPTIHG A COMPEUSATION PLAN FOR CLASSIFIED PERSONltEL

The Council of the City of Palo Alto does RESOLVE as follows:
SECTION 1. Pursuant to the provisi<"ns of Section 12 of
Article III ol the Charter of the City of Palo Alto, the Compen-
satio·n Plan. as set forth in EXHIBIT A attached hereto and I!lade
a part hereof by reference, hereby is adopted for classified
personnel effective the pay period including April 1, 1979.
SECTION 2. The Conpensation Plan adopted herein shall be
administered Sy the City Manager in accordance with the Merit
System Rules and Regulations.
SECTION 3. The Compensation Plan shall continue in effect
until amended or revoked by the CounciL
SECTION 4. The City Controller hereby is authorized to
implement the Compensa t.' .. on Plan adopted herein in his preparation
of forthcoming payrolls.' He is further authorized to make changes
in the titles of eI'!lployee classifications identified in the Table
of Authorized Personnel contained in the 1978-79 budget if such
titles have been changed in the Cot!lpensation Plan.
SECTION 5. Resolution Uo. 5583 as to classified personnel
hereby is rescinded.
SECTIOU 6. The Council finds that this is not a project
under the Calffornia Environmental Quality Act and, therefore, no
environmental impact assessment is necessary.

COMPENSATION PLAN FOR THE CITY OF PALO ALTO
Classified Personnel
SECTION I. SALARY
A. Salary Range Table
Personnel covered by this plan shall receive compensation within the
salary ranges set fo~th in the Salary Range Tables that follow Section II.
The salary range f~~ each position classification title and number is
upressed in bi-weekly and/or hourly rates along with the approximate
monthly and/or annual equivalent.

1. Step Increases
Merit advanceoents from the ffrst salary step to the second salary
step shall be granted at six-month internls and between -the second
and svbsequent steps at.one-year intervals if. the affected ·

effective service. For the purpose of determining step time require-

Pers0nnel cove~ by this compensation plan, in addition to the salary set forth

the salary prescribed herein~ a salary adjustment equal to one percent
(lS) ~f the employee's current annual salary; or at the employee's

shall be prorated to reflect appointment from January 1 through July 1
of the current year, or interrupted service during tne year.
8. Overtime, Working Out of Classification, and In-Lieu Holida1 Pay
Compensation for overtime work, working out of classification and
. scheduled work on paid holidays shall be in conformance with the Merit
_Rules and Regulations and Administrative Directives.
c. Standby ray> Call-Out Pay
1. Standby Compensation
Employees perfonning standby duty shall be compensated at the rates
established below:

Employees not Gtherwise excluded from receiving overtime pay who are
calied out to perform unscheduled work shall be compensated for at
least ,two hours• pay for· each occurrence _at the appropriate overtime
rate. This prQYis.ion does not apply to employees call~ out to work
while earning pay for.being in ~ standby status.
D. Kight Shift Premium
An additior.al 50~ per hour night shift premium shall be ?-lid to employees
for work performed between 6~00 f-.M. and 8:00 A.H. A minimum of two .
hours JIUSt be \IAlrked between 6:00 P.M. and 8:00 A.M. to qualify for the _
premium. Employees who regularly wrk night shifts shall receive appro-
priate night s~ift premiums. relatir.g to n;ght shift hours worked, in
addition to base pay for holidays~ sick leave and ¥acation.
E. Unifor11 Allowance

All e11Ployees for whom uniforms are not pr1>vided but wbo ar~ )•equired to

section shall include, but not be limited to, Animal Shelter,
Foothills Park and Parking Monitor employees. !f any other
employee is required to wear a unifonn during the life of this
Memorandum of Agreement, the City will meet and confer with the Union
concerning the esb.blishment of an equitable urdform allowance. All
unifcnn allowances shali be paid bi-weekly.
F. Tool Allowance
1. Mechanics in Equipment Maintenance shall be paid a tool allowance ·of $125 per year.
2. All tool allowances'shall be paid bi-weekly.
G. · GroUJL.lnsurance
1. Health Plan
The City shall pay all premium payments on behalf of empl~yees who
are eligible for coverage under the health plans as described in
Subsection (a) and (b). Any premium rate increases will be
adjusted according to provisions of the current Meir.orandum of .
Agreement. The following options will exist:
(a) Employee and dependent coverage under the existing Kaiser
Heal th Pl an S contract. including the Dl"'ug Pl an I II option. ·
(b) Employee and dependent coverage under the existing City of
Palo Alto Employees' Health Plan with major medical maximum
of $250,000.
2. Retired Employees
The City shall, upon subnittal of evidence of payment, reim-
burse up to $60 per quarter of medical plan premiums on
behalf of representation un;t employees who retire from the
City under service or disability retirements after April 1, 1978.
The retiree may select any medical plan. The plan may cover
eligible dependents as defined under the City Employees' Health
Plan. No reimbursement will be made for plans providing benefits
othar than medical and health benefits. ·
3. Dental Plan
The City shall pay all premium payments on behalf of employees,
and or.e dependent of employees, who are eligible for coverage
under the City's self-insured dental insurance plan except that-
emp1oyees will pay the following· amounts for multiple dependent
coverage:

The City shall assume any premium rate increase in existin(J
employee and dependent dental coverage.
Effective with the pay period which includes April 1, 1979,
full dependent coverage shall be paid by the City.
4. Basic Life Insurance
The City shall continue the basic life insurance plan as currently
. in effect for the term of this compensation plan.
· 5. Long T~rm Disability Insurance
The City sha"ll continue the long tetin disability insurance pl an
currently in effect for the tenn of this compensation plan.
Employee coverage is subject to a voluntary payroll deduction of
the insuNnce premium applicable to the first $2000 of monthly
salary for Plan B or the first $1800 of monthly salary for Plan A;
the City wi 11 pay premiums in excess thereof. The City wi 11 pay
up to $10 per month of premium for those employees without eligible
dependents covered under the health insurance provisions.
Effective with the pay period which includes April l. 19!9~ the
City Will pay up to $15 per month toward long tenn disability
insur~nce premiums for those employees without eligible dependents
covered under the hea i th insurance prov is i ens. ·.
H. Parking
The City shall provide all employees within the representation unit
with parking privileges in the Civic Center garage at no cost to such
employees.
