watr..EAS, the City of Palo Alto and the Palo Alto Peac~ Officers'
Association have met and conferred in accordance with the requirements
of the Meyers-ttil1as-Brown Act; and
llHEREAS, the provisions of SB 154 (1978) effectively prevented nego-
tiations in approximately July 1978, the time when agreement would other-
~ise have been sought, and such provisions of SB 154 have now been held
unconstitutional by the California Supreme Court;
The Council of the City of Palo Alto does RESOLVE as follows:
SECTIOU 1. Pursuant to the provisions of Section 12 of Article Ill
of the Charter of-the City of Palo Alto, the Compensation Plan, as set
forth in EXHIBIT A, attached hereto and made a part hereof by reference,
is adopted for Police Uon-lian.agement personnel effective the pay period
including July 1, 1973.
SECTION 2. The Compensation Plan adopted herein shall be administered
by the City Manager in accordance with the Uerit System Rules and Regulations.
SECTIOU 3 •. The Compensation Plan shall continue in effect until amended
or revoked by the Council.
SECTIOU 4. The City Controller is authorized to implement the Compen-
sation Plan adopted herein in his preparation of forthcoming payrolls and
to make any necessary retroactive adjust!llents to employees' pay to reflect
the effective date of June 18, 1978. He is further authorized to make
changes to the titles of employee classifications identified in the Table
of Authorized Personnel contained in the affected budgets if such titles
have been changed by the Compensation Plan.
~CTIOU ,2. The Council finds that this is not a project under the
California Envircnmental Quality Act and, therefore. no environmental impact
assessment is necessary. ""
SECTION 6 Resolution Uo. 5563 and Resolution No. 5233 as to polic~
non-management personnel hereby are -rescinded.

POLICE PERSONNEL
SECTION I. SALARY
A. Salary Range Tables

Personnel covered by this plan shall receive compensation within the
salary ranges set forth in the Salary Range Tables that follow
Section II. The salary range for each position classification title
and number is expressed in bi-weekly and/or hourly rates along with
the approximate monthly and/or annual equivalent.
B. Establishment ·of Salary
The City Manager is authorized to make appointments to or advancements -
within the prescribed ranges upon evaluation of employee qualification
and performance.
For p~rpos~ of merit advancement, Steps A through E or C through E
(for certain classifications) are provided within the salary ranges
for all non-POST classifications. For the purpose of detennining
step time requirements: time will comnence on the first day of the
month coinciding with or following entrance onto a salary step. Step
increases shall be effective on the first day of the payroll period
in which the time and perfonnance requiranents have been met. The
City Manager, in recognition of unusual circumstances or extraordinary
perf.:>rmance:11 may authorize special 1nerit advancement.
In the event that a downward adjustment of a salary range indicates a
reduction in the established salary of an individual employee, the
City Manager may, if circumstances warrant, continue the salary fer
such employee in an amount in excess of the revised range maximum for
a reasonable period of time. Such interim salary rates shall be
defined as "Y-rates".
1. Effective beginning June 18, 1978, a salary increase of 7%
will be applied to the salary ranges of the following
classifications: Police Officer, Police Agent, and Police
Sergeant. £-Step hourly max;mums will be as follows:
Police Officer $ 9.59 ~ $1662 approx.
·Police Agent $10.72 = $1858 approx. ·
Police Sergeant $11.42 = $1979 approx.
2. Effective beginning June 30~ 1979, a salary increase of 7%
will be applied to the salary ranges of Poli~e Officer,
Police Agent, ar.d Police Sergeant as follows:
Police Officer $10.26 = $1778 approx.
Police Agent $11.46 ~ $1986 approx.
Police Sergeant $12.22 = $2118 approx.

SECTION II. SPECIAL COMPENSATION
Personnel covered by this compensation plan, in addition to the salary
sP.t forth in Section 1 above, may receive special compensation as follows.
Eligibility shall be in conformance with the Merit Rules and Regulations
and Administrative Directives issued by the City Manager for the purposes-
of clarification and interpretation. -
A. Annual Adjustment
Annually, each employee who holds a i"'egular ful 1-time appointment in
the municipal service on or before July first and continues in. such
·Status through the first day of Pay Period No. 25 (in December) shall
rP.ceive» iri addition to the salary prescribed herein, a salary adjust-
ment equal to one percent of the employee's current annual sa1ary.
Annual adjustment shall be prorated to refl~ct appointment from
January 1 through July 1 of the current year, or interrupted service
during the year. .
8. Overtime, Working Out of Classification, and In-Lieu Holid~y Pay
Compensation for overtime work1 working out of classification 'a·nd scheduled work on paid holidays shall be in confonnance with the
Merit Rules and Regul~tions and Administrative Directives. Compen-
satory time off which is approved by management in lieu of overtime
payment on a staffing available basis will be taken at the rate of
l~ hours for every hour of credited overtime.
C. Night Shift Differential
Night shift differential shall be paid at the rate of 5% to re?re-
sented classes for all hours worked between 6:00 p.m, and 8:00 a.m. -
D. Parking in Civic Center Garage
Employees in·represented classes shall be entit1ed to free parking
in the Civic Center Garage.

E. Personal Development Program
Pursuant to administrative rules governing eligibility and qualifi-
cation the following may be granted to sworn police personnel:
P.O.S. T. Intermediate Certificate: 5% above base sa1dry
P.O.S.T. Advanced C~rtificate: 7~% above bas~ salary
A.A. Degree or Junior C1ass standing: $150 on~-tirne cchievement award
A.8./8,S. Degree~ $300 one-time achievement
award
ExceptioQ_: E.rnployees hired after July 1, 1976, shall not be eligible
for cash awards for AA, BS/BA degrees under the Personal Development
Incentive Program. No cash awards for degrees ;.1i 11 be made to any
employees for .:ompletion of requirements for graduation after
February l, l 979.
F. Tuition Reimbursement

The City will reimburse expenses incurred under the Tuition Reimbursement
Program to a maximum of $450 per fiscal year.
G. Pol ice Reserves
Voluntary training: $2.00/hour
(Payable P.A.P.D. Reserve Organization)

Sworn Police Personnel appearing in court for the People shall be
compensated as follows:

I. Group Insurance
•
fhe City will pay the following afl'K)unts of pranium on behalf of
personnel hTIO are eligible for coverage under various group insurance
plans arranged by the City.
1. Health Insurance
100% of medical premium payments for employee and dependent
medical coverage.
2. Dental Insurance
The City shall pay all premium payments or equivalent self-
insured program charges on behalf of employees and dependents
who are eligible and enrolled for coverage under the existing
dental plan.
3. Life Insurance
