HomeMy WebLinkAboutRESO 5662-~----------------.......,...-----------• • ORIGINAL RESOLUTION NO . 566 2 MSOLUTton OP' THE COUUCIL or THE CITY OF PALO ALTO DtSBAUDIHG THE YOUTH ADVISORY COUUCIL AND ESTABLISUIUG A YOUTH COUHCIL WHEREAS, the Council of the City of Palo Alto by Resolution No. 4334 created a Youth Advisory Council fo~ the City of Palo Alto; and WHEREAS, the Council by Resolution no. 5197 consolidated the various changes in the powers. duties, and procedures of the Youth Advisory Council into one resolutioni and WHEREAS, the Human Relations Commission of the City of Palo Alto, in conjunction with the Youth Involvement Task Force, has studied the desirability of youth input to the City governr.ient ~nd the methods, if any, used by other citie8 in California; and WHEREAS, the City of Palo Al.to desires to cooperate with the Palo Alto Unified School District to foster greater input by the youth of the Palo Alto community to local government and cotiiillUnity- wide activities: NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE as follows: SECTION 1. Establishment of Youth Council. The Council hereby rescfnds said Reso!ut!ons No. 433/f and No. 5197 and thereby disbands the Youth Advisory Council as presen·tly constituted. The Council further hereby creates a Youth Council to act on behalf of the youth of the City of Palo Alto &·• set forth below. The Youth Council shall be primarily responsible to the Human Relations Conrnission of thP. City of Palo Alto, SECTIOU 2. Powers and Duties. The Youth Council hereby established sfiall hive the following powers and dut:iias: 1. Foster greater involvement of youth in municipal government and civic affairs, especially in the City of Palo Alto. 2. Review and aubmit recommendations concerning annual departmental. budgets and program.s of the City of Palo Alto relating to youth as deemed appropriate by the Youth Council. 3. Provide the City Council with an annual report in- cluding, but not limited to, the following: (a) Recommendations regarding annual departmental budgets. (b) Review of any youth employment contract of the City of Palo Alto 8nd the overall statu~ of youth employment in the City of Palo Alto. (c) A sUDIQary of all actions taken by the Youth Council during the prior 12-month perio4. 4. Implement community programs which the Youth Council deems necessary or deairable. - .. • • 5. Study problems, activities, and concerns of youth as they relate to municipal policies. programs. or projects of the City of Palo Alto. 6. Assign student representatives to various committees and task forces of the Youth Council as need arises. 7. Hold and conduct forums on such p~oblems, activities. and concerns of youth hereinbefore mentioned either alone or in conjunction with other governmental agencies, non-goverrunental agencies. and community organizations as the Youth Council in its discretion deems desirable. 8. Make such recommendations directly to the City Council as the Youth Cowicil in its discretion deems necessary or desirable to carry out the purposes for which the Youth Council is created. SECTION 3. Composition. 1be Youth Council shall be composed of four members (six members for the 1978-1979 school year) from each high school attendance area in the Palo Alto Unified School District, one student School Board representative, and at least one student from among the private secondary schools within the Palo Alto city limits or located in neighboring conmunities. The number of student representatives on the Youth Council from private schools shall be proportionate to the number of private school students residing in Palo Alto as compared with the number of students attending the Palo Alto Unified School District schools, but in any case no fewer than one. Members of the Youth Council mu~t be residents either of the City of Palo Alto or the Palo Alto Unified School District. Members of the Youth Council shall be appointed by the Mayor of the City of Palo Alto from recotmnendations made by the Human Relations Commission of the City of Palo Alto. - SECTIOI~ 4. Terms of Office. Terms of office shall be one year unless -a memSer is appofiited to serve the unexpired portion of a. term uppn resignation or re1:11.oval of the incumbent. All terms will expire on June 1 or until a ·~successor is appointed: whichever is later. SECTION 5. Officers. The Youth Council shall elect one of its miiiibers as chairperson and two of its members as vice chair- persons, any they shall hold office for one year or until their successors are elected. The Human Relations COimllission shall provide a liaison to the Youth Council for the purpose of requesting that Youth Council recommendations be placed on the City Council agenda, to provide the Youth Council with educational and informational material con- cerning the City of Palo Alto, -and to work with ~he Youth Council in carrying out its functions. SECTION 6. Procedures. 1. 2. Quoruq,. A najority of the Youth Council shall con~ stltute a quorun. Except as otherulse provided herein, any action of the Youth Council shall be bv the affirma- tive vote of the cajority of those present~. Meetings. All regular meetings, special meetings, ana work sessions or study sessions of the Youth -2- .. - 3. 4. 5. • • Council and of its appointed committees and task force&, if any, shall be open to the public. The Youth Council shall hold a regular meeting at least once each calendar month. Special meeings may be called at any time upon three days public notice. The procedures for calling special meetings and for giving such notice shall be specified in the by-laws of the Youth Council. Failure to Attend Meetings. Whenever a member of the Youth Council has missed two out of three con- secutive regular meetings, the question of his or her continuation in office shall be placed upon the agenda for the next regular meeting of the Youth Council. In the event that, after a hearing, tne Youth Cotmcil finds that the absence of a membe:r is inexcus&ble, she or he may be removed from office by a two-thirds vote of the entire Youth Council. Adoption of Bt-Laws. The Youth Council may adopt procedural rues and meeting rules-not inconsistent with this ~esolution or the City Charter as by-laws. Such by-laws shall be adopted by a two-thirds vote of the entire Youth Council. Amendment to By-Laws. After adoption, the by-laws of tlie Youth Council may be amended only by a two- thirds vote of the entire Youth Council. · SECTION 7. Vacancies. In the event of a vacancy on the Youth Council, the ehairperson of the Youth Council shall appoint a qualified person as a temporary replacement. The permanent replace~ ment shall be appointed by the Mayor of the City of Palo Alto from recom:nendations made by the Human Relations Commission.
