RESOLUTIOU OF THE CG'UNCIL OF nm CITY OF PALO ALTO
DECLARING Tlill RESULTS OF THE SPECIAL MUNICIPAL
ELECTION HELD OU UOVEMBER 7, 1973
WHEREAS, on Uovember 7, 1978, the City Council of the City
of Palo Alto, County of Santa Clara, did cause to be submitted to
the voters of said city at a special election. consolidated with
the general election of the State of California, d~ly called and
hel~ in and for said City thP. following question:
CITY OF PALO ALTO MEASURE U
"Shall an ordinance be adopted amending the
Municipal Code of the City of Palo Alto to
add thereto a new Title 23 concerning landlord
and tenant rent reform?"

Against the ordinance
WHEREAS, due and legal notice of said special election was
given as required by law; and
WHEREAS, on th~ 7th day of Uovember, 1978, at the hour of 7:00
o'clock in the morning of said day the polls were duly and regularly
opened for said special election in said city and said polls were
~ontinuously kept open for said purpose from the time they were so
opened until 8:00 0 1 clock in the evenit).g of said day; and
WHEREAS, on December 4. 1978, the Council of the City of Palo
Alto·met at its usual place of meeting and did then and there can-
vass the returns of said special municipal election and declare the
results thereof;
·uow, THEREFORE, the Council of the City of Palo Alto does
RESOLVE as follows:
\SECTION 1. The Council finds and declares that:
(a) A special election was duly and regularly held on November
7, 1978, in all things according to the Charter of the City of Palo
Alto, Resolution Uo. 5583, and the election laws of the State of
California.
(b) The whole number of votes ca~t in the City at said con-
solidated election, including votes cast upon absentee ballots, as
shown on the Abstract of Vote provided by the Registrar of Voters,
was 25, 131.
(c) On the question to amend the Uunicipal Code of the City
of Palo Alto to add a new Title 23 -Landlord and Tenant Rent Re-
form, the votes cast thereon were as follows:

SECTION 2. The Council finds and declares that the question
to am~nd tlie Municipal Code of the City of Palo Alto to add thereto
a new Title 23 to provide for landlord and tenant rent reform did
not receive the approval of the majority of the electors of the
City voting on said question· at said special election.

Recorder of the County-o~ Santa clara, State of Cali-
fornia, do hereby certify that at the General Election
held on November 7, 1978 a Special Municipal Election,
consolidated therewith, was held in the City of Palo
Alto for the purpose of submitting Measure H to the
voters of said City;
That the official canvass of the returns of
said election was conducted by the off ice of the Regis-
trar of Voters in accordance with the appropriate provi-
sions of the Elections Code of the State of California;
and
That hereto attached is a full, tr~e and correct
stat~.ment of the votes cast at said Special Municipal Elec-
tion.
