The existence of other substandard lots in the immediate vicinity, and the fact that the design of the access to lot 2 is the same as the access which now exists and functions satisfactorily are special circumstances affecting the property. b. The exceptions are necessary for the preservation and enjoyment of a substantial property right of the petitioners. c. The granting of exceptions from the require.TUent for a one acre area will not be detrimental to the public welfare or injurious to other property in the territory in which the property is situated because the proposed lots are consistent in size with the present land use pattern, and the access ease- ments affect only the subject parcels and the adjacent parcel from which an easement is to be obtained.
