(b) The relocation of persons and businesses located on sai~ prop~rties, the demolition of existing structures and the improving thereof as public off-street vehicle parking facilities by grading ana the construction therein of base pavement, wearing surface, curbs, guttersr drainage facilities, lighting facilities, striping, landscaping and all auxiliary work necessary to complete the same as off-street automobile parking facilities. Site Work 1. Tree Removal UNIVERSITY AVENUE OFF-STREET PARKING PROJECT NO. 75-63 ASSESSMENT DISTRICT OUTLINE OF SPECIFICATIONS Remove all trees designated to be removed, including root structure to a minimum depth of 2' -O". 2. Demoliton Demolish and remove all surfaces and mate~ials designated to he removed or necessary to prepare for installation of new surfaces and materials. Demolition and removal shall include, but sh~ll not be limited to, the following: a. Three existing buildings located on Kipling and Lytton lots. b. Concrete sidewalk adjacent to curb where shown. c. Strip areas of existing pavement. d. Metal railing. e. Wood and concrete wheel stops. f. Chain link fence. B. Earthwork 1. Contractor shall perform all work necessary to achieve new grades for finish surfaces, including fill, backfill and/ or excavation. 2. All fill, sub base, and backfill under paved areas shall be compacted to 95 percent. C. Asphalt Concrete Paving and Base 1. Contractor shall install 6-1nch Class II aggregat~ base and l~-inch asphaltic ~oncrete surface or equivalent as shown and detailed on the plans. Aspahlt concrete work EXHIBfT C -1- PAGE TWO shall be in accordance ttith Section 39 of the State Specifications. Asphalt concrete may be laid in one lift .. D. Concrete 1. Form work for 2'-6" high concrete wall shall be Douglas Fir, T&G eased edges, saw textured, rahdom width form boards of all surfaces exposed to view finished work. 2. All curbs shall be 6-inch high and shall be constructed in accordance with City of Palo Alto Standard Specifica- tions. £. Masonry Brick pavers to be used within traffic island, tree planters, below trellis areas and at berm location shall match the existing color and pattern of the brick used at the four cor- ners on University Avenue and Bryant Street. Cobblestone to be placed within a traffic island shall be of large type ranging from 4 to 6 inches in size. F. Rough Carpentry 1. Trellis design shall match the existing trellises located along University Avenue. 2. Trellis: All members shall be Douglas Fir, re-sawn finish on all surfaces. 3. Benches: All wood shall be Alaskan Cedar. 4. Painted finished on trellis, benchess concrete and brick paving are not required. G. Irrigation Irrigation shall be an automatic clock-controlled watering sys- tem for all planted areas. Main waterlines shall be PVC pipe or equal with PVC laterals. Valves, sprinkler heads and quick coupler vanes sha11 be solid brass. H. Landscaping l, Topsoil shall be a sandy, friable loam free of weeds and shall be consistent in texture and quality with the plant container soil. 2. Ground Cover: Plant material shall be as shown ~n plans. These plants will be used along planting strips adjac~nt to proposed concrete wal1s. EXHIBIT C -2- PAGE THREE 3. Trees: The two proposed parking lots will receive 15 gallon and 24--inch box size trees. The trees to be planted are as shown on plans. I. MisceJlaneous Site Im~rovements 1. Contractor shall provide and install Type B catch basins on proposed parking lots, in~luding drainage pipe. 2. Elect~ic conduit and wiring shall be installed as per City of Palo Alto Electrical Standards. Electroliers, to be used will be of the type used along University Avenue. 3. Necessary directional signs are to be provided to guide traffic through and around parking areas. 4. A paved park like improvement along the Lytton Avenue portion of the Kipling/Lytton parking lot. Said parcel containing 0.676 acres. EXHIBIT 0 -5- UNIVERSITY AVENUE OFF-STREET PARKING PROJECT NO. 75-63 ASSESSMENT OlSTRICT METHOD OF ASSESSMENT A. Definition -Total Cost The total cost of the pro.jectincludes property acquisitions, feasibility study ~or parking structure; construction of two surface parking lots; project contingencies and the expenses incidental thereto. Due to delay the total cost has increased beyond the original Engineer•s estimate. Bonds representing this increase will be issued to complete the project. B. Assessment Rules for determining the assessment for each assessable parcel in the assessment district are as follows: The method of assessment is based on the benefit each parcel will receive fro~ the improvements under the ordinance formula of Bond Plan G of the Palo Alto Municipal Code. Bond Plan G provides that annual assessments be made ~n the basis of adjusted square foot- age of building floor area of non-residential structures. This adjusted square footage was computed by the Department of Public Workst City of Palo Alto~ and reflects the parking orciinance requirements as they relate to build- ing floor area. Site Work 1. Tree Removal UNIVERSITY AVENUE OFF-STREET PARKING PROJECT NO. 76-63 .ASSESSMENT DISTRICT OUTLINE OF SPECIFICATIONS Remove all trees designated to be removed, including root structures to a minimum depth of 2' -O". 2~ Demolition Demolish and remove all surfaces and materials designated to be removed or necessary to prepare for installation of new surfaces and materials. Oem~liton and removal shall include, but ~hall not be limited to, the following: a. One existing building located on the Kipling lots. b. Concrete sidewalk adjacent to curb where shown. c. Strip areas of existing pavement. d. Metal railing. e. Wood and concrete w~ee1 stops. f. Chain link fence. B. Earthwork l. Contractor shall perform all work necessa~y to achieve new grades for finish surfaces, incl~ding fill, backfill and/ or excavation. 2. All fill, sub base, and backfill under paved areas sball be compacted to 95 percent. C. Asrhalt Concrete Paving and Base 1. Contractor shall install 6-inch Class II aggregate base and 1~-inch asphaltic concrete surface or equivalent as shown and detailed on the plans. All curbs shall be 6-inch high and shall be constructed in accordance with City of Palo Alto Standard Specifica- tions. E. Masonry Brick pavers to be used within traffic island, tree planters, below trellis areas and at berm location shall match the existing color and pattern of the brick used at the four cor- ners on University Avenue and Bryant Street. Cobblestone to be placed within a traffic island shall be of large type ranging from 4 to 6 inches in size. F. Rough Carpentry 1. Trellis design shall match the existing trellises located along··university Avenue. 2. Trellis: All members shall be Douglas Fir, re-sawn finish on all surfaces. 3. Benches: All wood shall be Alaskan Cedar. 4. Painted finishes on trellis, benches, concrete and brick paving are not required. G. Irrigation ' . . ... Irrigation shall be an automatic clock-controlled wateri119 sys- tem for all planted areas. Main waterlines shall -be PVC pipe or equal with PVC laterals. Valves, sprinkler heads and qu~ck coupler vanes shall be solid brass. H. _!.andscaping 1. Topsoil shall be a sandy, friable lo~m free of weeas and shall be consistent in texture and quality with the plant container soil. 2. Ground Cover: Plant material shall be as shown on plans. Contractor shall provide and install Type B catch basirs on proposed parking lots, including drainage pipe. 2. Electric conduit and wiring shall be installed as per City of Palo Alto Electrical Standards. Ele~troliers, to be used will be of the type used along University Avenue. 3. Necessary directional signs are to be provided to guide traffic through and around parking areas. Definition -Total Cost The total cost of the project includes property acquisi- tion, feasibility study for parking structure; construction of two surface parking lots; project contingencies and the expenses incidental thereto. Bonds representing such total cost have been issued to pay for the project. B. Assessment .Rules for determining the assessment for each assessable parcel in the assessment district are as follpws: The method of assessment is based on the benefit each parcel will receive from the improvements under the ordinance formula of Bond Plan G of the Palo · Alto Municipal Code. Bond Plan G provides that annual assessments be made on the basis of adjusted square footage of building floor area of non-residential structures. Thi~ adjusted square footage was computed by the Department of Public Works, City of Palo Aitc, and reflects the parking ordinance requirements as they relate to building floor area.
