RESOLUTION NO. 5589
RESOLUTION OF THE COUUCIL OF THE "'CITY OF PALO ALTO
ADOPTING A COMPENSATION PLAU FOR COUFIDENTIAL
PERSOlmEL (EFFECTIVE AUGUST 13, 1978) AND RESCINDING
RESOLUTION NO 5534
The Council of the City of Palo Alto does RESOLVE as follows~
SECTIOU 1. Pursuant to the provisions of Section 12 of Article
III of the Charter of the City of Palo Alto, the Compensation Plan,
as set forth in EXHIBIT A attached hereto and made a part hereof by
reference, hereby is adopted for confidential personnel effective
August 13, 1978.
SECTION 2. The Compensation Plan adopted herein shall be ad-
ministered by the City Manager in accordance with the Merit System
Rules and Regulations.
SECTlOU 3. The Compensation Plan shall become effective the
pay period beginning August 13, 1978, and shall continue in effect
until amended or revoked by the Council~
SECTIOU 4·. The City Controller hereby is authorized to imple-
ment the Compensation Plan adopted herein in his preparation of
forthcoming payrolls. He is further authorized to make changes in
the titles of employee classifications-identified in che Table of
Authorized Personnel contained in the 1978-79 budget if such titles
have been changed by the Compensation Plan.
SECTION 5-Resolution Ho. 5534 as to confidential personnel
hereby is rescinded"
SECTION 6 The Council of the City of Palo Alto hereby finds
that the enactment of this resolution is not a "project11 and, ·
therefore, no environmental assessment is necessary.

COMPEN5ATION PLAN FOR THE CITY OF PALO ALTO
Confidential Personnel
SECTION I. SALARY
A. ~lary Range Table
Personnel covered by this plan shall receive compensation within the
salary ranges set forth in the ~alary Range Tables that follow Section II.
The salaf.'y range for .. each posit1on classification title and number is
expressed in bi-weekly and/..or hourly ra-tes aleng with the approximate
monthly and/or annual equivalent. . -. ·
B. Establishment of Salary

The City Manager is authorized to make appointments to or advancements
within the prescrib2<1 ranges upon evaluation of employee qualification·_
and performance. . . _ . :
1. Step Increases
Merit advancements from the first salary step to the second ~alary·
step shall be granted at six-month intervals an4 between the second
and .subsequent steps at one-year intervals if the affected employee
bas demonstrated continued improvement and efficient and effective
service. For the purpose of determining step time requirenents, time
wfll coamence on the first day of the month coinciding with or
following entrance onto a salary step. Step increases shall be
effective on the first day of the payroll period in which the time
requirements have been met. The City Manager, in recognition of
unusual circ:umstances or extraordinary performance. may authorize
special merit advancement.
2~ In the event that a downward adjustment of a salary range indicates
• reduction in the established salary of an individual employee,
the City Manager may, if circumstances warrant, continue the salary
for such employee in an amount in excess of the revised range
lllXimum for a reasonable per1od of _time. Such interim salary rates · shall be defined as ~v-rates". ·
3.-Effective with the pay period Which includes Ju'y 1; 1979, classi-
fications within the representation unit will receive a 6.0%
salary increase calculated on the £ ... Step.
SECTION II. SPECIAL COMPENSATION
Personnel covered by this compensation plan, fn addition tQ the salary set forth
tn Section I above, may -receive special compensation as follows. Eligibility
shall be in confonnance with the Merit Rules and Regulations and Administrative
Directives issued by the City Manager for the purposes of clarification and i,nter-
pretation. ·

A. Annual Adjustment
Annually, each employee who holds a regular» full-time appointir.ent in the municipal service on or before July first and continues in such
status through the first pay period in December sh4ll 1 receive, in
addition to the salary prescribed herein:t a 'Salary adjustment equal to
one percent (1%) of the employee's current annual salary; or at the
enployee's option and subject to management approval, 24 hours paid~
le1ve to be used prior to the January 31 following. Annual adjustments
or time off sha 11 be prorated to reflect a);lpointment from J;:.nuary 1
through July 1 of the current year:11 or interrupted service during the
year. ...
B. Overtime, Working Out of Classification, and In~Lieu Holiday Pay I . . .
«;ompensation for overtime work, working out of classification and scheduled
work on paid holidays shall be in confonnance with the Merit Rules and
Regulations and Adminis·trative Directives·.
C. Group Insurance
1~ Health Plan

. The City shall pay all premium payments on behalf of employees who
are eligible for coverage under the health plans as described in
Subsection (a) and (b}. ' , .
(a) Employee and dependent coverage under the existing Kaiser Health
Plan S contract. including the Drug Plan III opti~n.
(b)_Emptoyee and dependent coverage under the existing City of Palo
Alto Employees 1 Health Plan with major medical maximum of . $250,000. . . . , .
(c) Retired Employees. The City shall. upon submittal of evi-
dence of payment, reimburse up to $60 per quarter of medical · plan premiums on b~half of Confidential employees who retire
ff'Oll the City under service or disability retirements after
April 1, 1978. The retiree may select any medical plan.
The plan may cover eligible dependents as defined under the
C1ty Employees 1 Health Plan. tfo reil!lbursements will be made
for plans providing benefits other than medi.cal and heal th
benefits. -
2. Dental Plan
The Cfty shall pay all premium payments on· behalf of ~ployees-. and• one dependent of employees. who are eligible for coverage under
the City's self-insured dental insurance plan except that employees will pay the following amounts for multiple dep~ndent coverage:

The City shall assume any premium r~te increase in existing employee
and dependent dental coverage. ·
Effective with the pay period ·which includes September 1; 1979, full
dependent coverage shall be paid by the City •

3. Basic Life Insurance
The City shall conti-nue the basic life insurance plan as currently
in effect for the tenn of this compensation plan • ..
4. Long Tenn Disability Insurance
The City shall continue the long tenn·disability insurance plan
currently in effect for the term of this compensation plan.·
Employee coverage is subject to a voluntary payroll deduction of
the insurance premi~~ applicable.to the first $2000 of monthly
salary for Plan B or the first $1800 of monthly salary for Plan A;
the City will pay premiums in excess thereof. The City will pay
up td"$10 per month of prenium for those employees without eligible
dependents covered under the health insurance provisions.
Effective with the pay period which includes Seotember 1, 1979, ihe City
will pay up to $15 per month toward long term d1sab11ity insurance
preaiums for those employees without eligible dependents covered
under the health insuranee provisions • . .
D. E"ducational Leave and Tuition Reimbursement Program
1~ City will reimburse expenses for tuition, books and curriculum
fees incurred by employees within the representation unit, to a
aaxillUlll of $450 per fiscal year, for classes given by accredited
fnstftutions of learnin~ or approved specialized training groups.
Programs must either contribute to the employee's job performance
or prepare the employee for other City positions, and must be
approved in advance. During the 1978-79 fiscal year, the City
Manager may suspend the.Educational Leave and Tuition Reimbursement
Program on a temporary basis as provided"for in the Proposition13
contingency plan.
2. Employees may request advance of funds subject to the approval of
the Personnel Office. Advances may_ ~ granted for tuitiQn, books
and other curriculum fees in exchange for repayment agreement in
the event advances are not supported or courses are not satisfac-
torily completed as indicated.
3. Professional and technical anployees assigned by·the Cfty to attend
111eetings, workshops or conventions -of their professional or tech-
nical associations shall have their dues and reasonable expenses
paid by the City and shall be allowed to attend such workshops,
111eetfngs, and conventions on paid City time. _

E. Parking
The City shall provide all employees within the representation uoit
with parking privileges in the C1v1c Center Garage at no cost to such
emplo,rees.
