HomeMy WebLinkAboutRESO 5588RESOLUTION NO, 5588 e ORIGINAL RESOLUTIOU OF THE COUNCIL OF THE CITY OF PALO ALTO ADOPTING A COUPEllSATION PLAN FOR CLASSIFIED PERSOimEL (EFFECTIVE AUGUST 13, 1978) AND RESClNDIHG RESOLUTION HO. 5533 The Council of the City of Palo Alto does RESOLVE as fol.lows: SECTION l Pursuant to the provisions of Section 12 of Article III of the Charter of the City of Palo Alto, the Compensation Plan, as set forth iL EXHIBIT A attached hereto and made a part hereof by reference, hereby is adopted for classified personnel effective August 13, 1978 SECT!OH 2 The Col!lper.sation Plan adopted herein -shall be ad- ministet:ed by the City Manager in accordance with the Merit System Rules and Regulations SECTION 3 The Compensation Plan shall become effective the pay period beginning August 13, 1973, and shall continue in effect until amended or revoked by the Council SECTION 4 The City Controller hereby is authorized to imple- ment the Compensation Plan adopted herein in his preparation of forthcoming payrolls He is further authorized to make changes in the titles of employee classifications identified in the Table of Authorized Personnel contained in the 1973-79 budget if such titles have been changed in the Compensation Plan. RE~. ssBS ' COMPENSATION PLAN FOR THE CITY OF PALO AL TO Classified Personnel filTION I •. SALARY A. Salary Range Table Personnel covered by this plan shall rece;ve ~ompensation within the salary ranges set forth in the Salary Range Tables that follow Section II. The salary range for each position classification title and number ts expressed in bi-weekly and/or hourly rates alortg with the approximate 110nthly.and/or annual equivalent. · · a: Establishment of Salar,x - The City Manager is authorized to make appointments to or advancements within the prescribed ranges upon evaluation of employee qualification and performance. 1. Step, Increases. Merit advancements from the fir$t salary step to the second salary step shall be granted at six-month intervals and between the second and subsequent steps at one-year intervals if the affected · anployee has demonstrated continued improvement.and efficient and effective service. For the purpose of determining step time require- aents, time will conmence on the first day of the month coinciding with or following entrance onto a salary step. Ster increases shall be effective on the fir.st day of the payroll i:;eriod in which the time requirements have been met. · 2. In.the event that a downward adjustment of a salary range indicates a reduction in the established salary of an individual employee~ .the City Manager may. if circumstances warrant. continue the salary for such employee in an amount in. excess of the revised range maximum for a reasonable period of time. Such interim salary rates shall be defined as .. Y Rates". · 3. Effective with the pay period which includes July 1, 1979. · cl.ass·f·-- ffcations within the representation unit will receive a 6.0% salary increase calculated on the E-Step. SECTION II. -SPECIAL CCl4PENSAllON Personnel covered by this compensation plan, in addition to the salary set forth in Section I above~ may receive special compensation as follows •. Eligibility shall be in conformance with the Merit Rules and Regulations and Administrative Directives issued by the City Manager for the purposes of clarification and inter- pretation. · A. Annual Adjustment Annually, each employee who holds a regular full-time appointment in the • °COMPENS~TION PLAN -Cl~ified Employees Page 2 municipal ser1ice on or before July first and continues in such status through the first pay period in December shall receive, in addition to the salary prescribed herein, a salary adjustment _equal to one percent (11) of the anployee's current annual salary; or at the employee 1 s · option and subject to management approv~~~ 24 hours paid leave to be used prior to the January 31 following. Annual adjustments or time off shal 1 be prorated to reflect appointment from January 1 through July 1 of the current year, or interrupted service during the year • . 8. Overtime, Working O~t of Classification, and In-Lieu Holiday Pay c. - ~ tompensation for overtime work, working out of classification and scheduled work on paid holidays shall be in confonnance with the Merit Rules and Regulations and Administrative Oirectiv~s. StandbX Pa~, Call-Out Pa,x, 1. 2. ~tandbX Com£ensation Employees perfonning standby duty shall established below: be compensated at the rates Period f9!pensation Monday through Friday 4:30 P.H. -8:00 A.M. · $18.op per day Saturday, Sunday~ Holidays $28.00 per day Minimum Call-Out Pay . Employees not otherwise excluded from receiving overtime pay who are called out to perform unscheduled work shall be compensated for at least two hours 1 pay for each occurrence at the appropriate overtime rate. This provision does not apply to empl~yees called out to work while earning pay for being 1n a standby status. D. ~1ght Shift Premium An additional sot per hour night shfft premium shall be paid to employees for ~rk perfonned between 6:00 P.H. and 8:00 A.M. A minimum of two hours must be worked between 6:00 P.M. and 8:00 A.M. to qualify for the premiwn. Employees who regularly work night shifts.shall receive appro- s>r1ate night shift premiums, relating to night shift hours worked, in addition to base pay for holidays, sick leave and vacation. E. Unifonn Allowance All employees for whom unifonns are not provided but who are required to wear specific c-lothing in the performance of their· jobs sh;;sll receive one-hundred ~eventy~five dollars ($175) per ye~r uniform allowance. If any other employee is required to wear a unifonn during the life of this Memorandum of Agreement, the City will meet and confer with the Union concerning the establishment of an.equitable uniform allowance. All unifonn aliowances shall be paid bi-weekly. F !. . Tool Allowance 1. Mechanics in Equipment Maintenanc~ shall be paid a tool.allowance of $125 per year. . .. 2. All tool allowances shall be p~id bi-weekly. 6. -Group Insurance 1. Health Plan -. The City shall pay all premium payments on behalf of e~ployees who are eligible for coverage under the health plans as described in Subsection (a) and {b). Any· premium rate increases will be .ttlli adjusted according to provisions of the current Memorandum of , Agreement. rne following options will exist: (a) Employee a.nd dependent coverage under the existing Kaiser . Health flan s contract, including the Drug Plan III option • . . (b) £mployee and dependent coverage under the existing City of Palo Alto Employees• Heal th Plan with major medical maximum of $250, 000. . · 2.. Retired Employees The City.shall, upon submittal of evidence of payment, reim- burse up to $60 per quarter of medical plan premiums on behalf of representation unit employees who retire from the City under service or disability retirements after April 1, 1978. The retiree may select any medical plan. The plan l!laY cover eligible dependents as defined under the City Employees• Health . Plan. Ho reimbursement will be made for plans providing benefits -· other than medical and health benefits • . 3. ·Dental Plan The City shall pay all premium payments on behalf of employees, : and one dependent of employees9 who are eligible for ~rage under the City's self-insured dental insurance plan except that employees will pay the fbllowing amou~ts for multiple dependent coverage: T-.o or More Dependents $7 .80 per month · COMPENSATION PLAN -Cla~icd Employees · ·Page 4 - The City shall assume any premium rate increase in existing · employee and dependent dei1ta 1 coverage. Basic Life Insurance The City shall continue the basic life insurance plan as currently 1n effect for the tenn of this.compensation plan. 5. long Tenn Disability Insurance The City shall continue the long tenn disability insurance plan currentiy in effect for the tenn of this compensation plan. Employee coverage is subject to a voluntary payroll deduction of the insurance p~emium applicable to the first $2000 of monthly ulaty for Plan B or the first $1800 of monthly salary for Plan A; the City will pay premiums in excess thereof. The City will pay up to $10 per month of premium for those employees without eJigible dependents covered under the health insura~ce provisions. Effective with the pay period which includes September 1, 1979• the City will pay up to $15 per month toward long term disability insurance premiums for those employees without eligible dependents covered under the health insurance provisions. ~ ... ff.· Parking Tbe City shall provide all employees Within the representation unit • .. .with parking privileges in the Civic Center garage at no cost to such . \ employees. • ..
