RESOLUTIOU OF THE COUNCIL OF THE CITY OF PALO ALTO
SUBMITTING AT A SPECIAL ELECTION A PROPOSED INITIATIVE
ORDIUAUCE TO ADD TITLE 23 (LA1IDLORD AUD TENAUT RENT
REFORM) TO THE PALO ALTO UUNICIPAL CODE AUD REQUESTIUG
THE COUUTY OF SANTA CLARA TO CONSOLIDATE SAID SPECIAL
ELECTION UITH THE GEUERAL ELECTIOU TO BE HELD
NOVE.t.fBER 7 , 19 7 8
WHEREAS, any proposed ordinance may be submitted to the
Council by a petition signed by qualified and registered electors
of the City of Palo Alto equal in number to the percentage required
by Article VI, Section 2, of the Charter of the City of Palo Alto;
and
WHEREAS. a petition for submission to the electors of the
City of Palo Alto of a proposed ordinance to amend the Palo Alto
Municipal Code by adding thereto a new Title 23 entitled "LAIIDLORD
AND TEUAHT RENT REFORH" has been received by the City of Palo Alto;
and
i~IEREAS, said petition is signed by qualified and registered
electors of the City of Palo Alto equal in number to at least
twelve percentum of said number of registered voters at the last
general municipal election and contains the request that such
ordinance be submitted to a vote of the people at a special
election; and
WHERF~~S. pursuant to the provisions of said Article VI, Sec~
tion 2, of the Charter of the City of Palo Alto, the Council must
either pass said ordinance without alteration or submit the same
to the electorate at a special election to be called within the
period provided by the general laws of the State of California;
NOW, THEREFORE, the Council of the City of Palo Alto does
RESOLVE as follows:
SECTION 1. The following measure shall be submitted to the
electorate of the City of Palo Alto at a special election to be
held November 7, 1978, to be designated as City of Palo Alto ?tea-
sure -
CITY OF PALO ALTO MEASURE
Shall an ordinance be adopted amending the
Municipal Code of the City of Palo Alto to
add thereto a new TitlP. 23 concerning land-
lord and tenant rent reforr.i?

SECTION ~· If a majority of the qualified electors voting
on the said propo~ed ordinance shall vote in favor thereof, such
ordinance shall thereupon become a valid and binding ordinance of
the City of Palo Alto, and a new Title 23 shall be added to the
Municipal Code of the City of Palo Alto to read as stated in
said petition, a copy of which is attached hereto and incorporated
herein by reference.
SECTIOU 3. 'l'he City Clerk is directed to publish such notices
and do all such other things as may be required to submit this ordi-
nance to said electors at said election.
SECTION 4. The City Council hereby requests the Board of
Supervisors 0£ the County of Santa Clara to order the consolidation
of said special election with the general election to be held on
November 7, 1978, and to authorize the Registrar of Voters of the
County of Santa Clara to provide necessary services, including
canvass relating to the election.
SECTION 5. The Council finds that this is not a project
requiring an enviroilI!lental impact assessment.
