Pursuant to Section 12.20.010 of the Palo Alto Municipal Code, Schedule E-2 (Commercial Electric Service) of the Palo Alto Utilities Rates and Charges hereby is amended to read as shown on Sheets 104£ and 105, respectively, attached liereto and · incorporated herein. SECTIOU 2. The Council of .the City of Palo Alto hereby finds that the enactment of this resolution is not a "projectn within the meaning of that term as defined in Section 11.04.140 of the Palo Alto Municipal Code and, ·therefore, no environmental assessment is necessary. SECTIOU 3. The foregoing change shall become effective Septem- ber 1, 1978. Power Factor: At the City's option, VAR-hci1r metering will be installed on the service of any new customer whose demand is expected to G~ceed 300 kilowatts and upon the servic~ of any existing customer whose demand has exceeded 300 kilowatts for three consecutive months. 'ibe City may exercise the op~ion of re- moving the VAR-hour metering from the service of a customer -whose demand has been below 30_0 kilowatts for -four consecutive iilOllthS. ~"hen such power-factor metering is installed on a customer's service, the total charge for any month's electric service as computed on Schedule E-2 shall be decreased or increased, res- pectively, by 0.2 percent for each one percent that the average power factor of the customer's ioad during the month was greater or les~ than 90 percent, such average power factor to be com- puted (to the nearest ~hole percent) from the ratio of lagging kilovolt-ampere-hours to kilowatt-hours consumed during the month. ~Chis adjustment shall be applied to a customer's bill prior to the application of the primary-voltage discount clause. Before installing VAR-hour metering on an existing customer's. ser.ris;e, t.'le utility will measure the customer's power factor· a.,d notify the custocer of the ~esult of the measurement. The customer shall agreo to install power-factor corrective devices on his system equivalent to the annunl dollar value of the City's estimate of the power- factor penalty. 11iis progra.tn shail continue in effect at the initial penalty base, until the customer: s power factor reaches 90 percent for six (6) consecutive months, or five (S) years maximum. The power-fac.tor clause shall then become effective on the customer billing. During the time this agreement is in e~fect~ the City shall not impose any other power-factor penalty on the customer.
