HomeMy WebLinkAboutRESO 5563• 9 ORIGINAL RESOLUTION NO. 5563 RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO COtITINUING THE COMPEUSATIOU PLAN FOR POLICE NOH- MAUAGEMENT PERSONNEL (ADOPTED BY RESOLUTIOU NO. 5233) WHEREAS, on July _19, 1976, the Council <,f the City of Palo Alto did pass Resolution No. 5233 adopting a Compensation Plan for Police Non-Management personnel effective June 20, 1976, and ending June 30, 1978; and WHEREAS, Section 3 of said Resolution No. 5233 provides that said Compensation Plan shall continue in effect until June 30, 1978, or until amanded or revoked by the Council; and WHEREAS, the Council desires to keep said Compensation Plan in effect beyond June 30, 1978; NOW6 THEREFORE, the Council of the City of Palo Alto does RESOLVE as follows! §ECTIOU 1. The Cotlpensation Plan adopted by Resolution No. 52.33 shail c"ontinue in effect to and including January 15, 1.979, or until it. i_s amended or revoked by the Council. SECTION 2. The Council of the City of Palo Alto hereby finds that tlie enactment of this resolution is not a "project" and, therefore, no environmental assessment is necessary. ' • COMPENSATION PLAN FOR THE CITY OF PALO ALTO POLICE PERSONNEL SECTION I. SALARY A. Salary Range Tables ·Personnel covered by this plan shall receive compensation within the salary ranges set forth in the Salary Range Tables that follow Section II. The salary range for each position classification title and number is expressed in bi-wee}<ly and/or hourly rates along with the approximate monthly and/or annual eq11ivalent. B. Establishment of Salary The City Manag~r is authorized to make appointments to or advancements within the prescribed ranges upon evaluation of employee qualification and performance. · . For purpose of merit advancement, Steps A through E or C thr91Jqh E {for certain classifications) are provided w·lthin the salary·, ,"nges for all non-POST classifications. For the purpose of detennining step ti me requirements, ti me will corrmence on the first day of the month coinciding with or following entrance onto a sala~y step. Step increases shall be effective on the first day of the payroll period in whict". the time requirements have been met. The City Manager, in recognition of unus~al circumstances or extraordinary perfonnance, may authorize special merit advancement. In the event that a downward adjustment of a salary range indicates a reduction in the established salary of an individual employee, the City Manager may, if circumstances warrant, continue the salary for such employee in an amount in excess <'f the revised range maximum for a reasonable period of time. Such interim salary rates shall be · · · defined as "Y-ratesff. 1. Effective beginning June 20, 1976, a salary increase of 4% will be applied to the salary·ranges of the following classifications: Police Officer, Police Agent, and Police Sergeant. Effective beginning July 3, 1977. salary increases will be applied to the salary ranges of Police Officer, Police Agent, and Police Sergeant·as follows: .r I POLICE COMPENSATI PLAN Page Two The minimum salary increase will be 4%. If the 81.1reau of 1.alx>r Statistics Consumer Price Index for the San Francisco/Oakland area increases more than 4% between March 1976 and March 1977. one-half of the percentage increase over 4% will be added to the minimum percentage salary adjustment. (4%) to ~ maximum total salary increase of 6.5%. SECTION II. SPECIAL COMPENSATION Personnel covered by this compensation plan, in addition to the salary set forth ·in Section I above, may receive special compensation as follows. Eligibility shall be in confonnance with tha Merit Rules and Regulations and Administrative Directives issued by the City Manager for the purposes of clarification and interpretation. A. Annual Adjustment Annually, each employee who holds a regular full-time appointment in the municipal service on or before July first and continues in such status through the first day of Pay Period No. 25 (in December) shall receive, in addition to the salary prescribed herein, a salary adjust- ment eq~al to one percent of the employee's current annual salary. Annual adjustment shal 1 be prorated to reflect appointment from January 1 through July 1 of the current year, or interrupted service during the year. B. Overtime, Working Out of Classification, and In-Lieu Holiday Pay Con~ensation for overtime work, working out of classification and scheduled work on paid holidays shall be in confonnance with the Merit Rules and Regulations and Administrative Directives. 1. Compensatory Time Off Effective July 3, 1977, compensatory time off which is approved by management in lieu of overtime payment on a staffing available basis will be taken at the rate of l~ hours for every hour of credited overtime. C. ~t Shift Differential Night shift differential shall be paid at the _rate of 5i to repre- sented classes for all hours wo~ed between 6:00 P.M. ~nd 8:00 A.M. D. Personal Development Program Pursuant to administrative ruies governing eligibility and qualifi- cation the following may be granted to sworn police personnel: P.O.S.T. Intennediate Certificate: 5% above base salary 7~% above base salary P .O.S. T . Advar1ced Certificate: A.A. Degree or Junior Class standing: $150 one-time achievement award A.B./B.S. Degree: $300 one-time achievement award Exception: Employees hired after July 1, 1976, shall not be eligible for cash awards for AA, BS/BA degrees under the Personal Development Incentive Program. · No cash awards for degrees wi 11 be made to any employees for completion of requirements for graduation after Februciry 1, 1979. F. Tuition Reimbursement Effective July l~ 1976, the Tuition Reimbursement Program will be increased to a maximum o'f $450, per fiscal year. G. Pol ice 11eserves Voluntary training: $2.00/hour (Payable P.A.P.O. Reserve Organization) Annua 1 maximum per member · · $300 Regular outy: $6.80/hour H. Court AReearances Sworn Police Pers~nnel appearing in court for the People shall be compensated as follows: Period 1. Appearance on scheduled day off. 2. Any or all court time during scheduled shift, or court time is i1JJT1ediately beginning or following shift. 3. Appearance on scheduled work day but not during, illlllediately before or i!ll'Tiediately after schedul~d shift. Rate Time and one-half Straight time during shift, time and one- ha l f for periods before or after sche·· duled shift Time and one- ha lf Minimum 4 hours None 2 hours (2 hr. min. may not run into shift time) POLICE COMPENSATI~PLAN Page Four I. Group Insu~_!. The City will pay the following amounts of premium on behalf of personnel who are eligible for ·coverage under various group insurance plans a~ranged by the City: 1. Health Insurance 1001 of medical premium paymants for employee and dependent me~ical coverage. •· Effective June 20, 1976, the major medical lifetime maximum. -under the City Employees' Health Plan will be increased to $250,000. 2. Dental Insurance Effective June 20, 1976, the City shall pay all premium payments or equivalent self-insured program charges on behalf of employees and dependents who are eligible and enrolled for co¥erage under the existing dental plan •. The City shall maintain tne existing level of benefit during the tenn of this agreement. Previously eligible dependents who were not enrolled for coverage prior to June 20, 1976, may enroll for coverage under the dental plan but must wait six months after the date of enrollment before recewing benefits under the pl an. 3. Life Insurance · Per Month (approx.)
