RESOLUTIOU OF THE COUtlCIL OF TUE CITY or PALO ALTO

WIIBREAS, it is in the best interest of the Stata of California
to ensure coopetition in the solar industry; and
WHEREAS, due to the decentralized nature of its generation
and distribution system, the solar industry has the potential to
be a truly competitive energy industry; and
\HIBREAS, -there may be an inherent conflict.between the tradi-
. tional utility role on the one hand and the developing . solar
energy industry on the other hand since traditional utilities are
dependent upon capital-intensive investment in nu.clear energy t
liquified natural gas, and natural gas for profit, thereby giving
them a vested interest in slowing dot-m widespread development of
the solar ener.gy industry; and
WHEREAS, it would be detrimental to the solar energy industry
and to the State of California if private utilities used their
natura1 monopoly position to dominate the solar energy industry
or to exercise unfair market power;·and
WHEREAS, the solar energy industry can provide clean, safe,
and inexhaustable energy supplies badly needed for our economic
growth; can sti:mulate hundreds of thousands of job opportunities
in the next decade; and can encourage massive investment in the
State of California in place of the continuing exportation of
jobs and capital abroad;

· NOW, THEREFORE, the Council of the City of Palo Alto does
RESOLVE as follows:
SECTION 1. The Council hereby endorses As~embly Bill 2984
before the Legislature of the State of California which would.
regulate the involvement of private utilities in solar develop-
ment and would ensure that the solar ene~gy industry develops in
a manner which is competitive and free from potential domination
by large energy corporations.
SECTIOU 2. The Council hereby encourages the state senators
and state assemblypersons in the County of Santa Clara, State of
California, to support Assembly Bill 2984.
