RATES
The Council of the City of Palo Alto does RESOLVE as fol-
lows:
SECTION 1. Pursuant to Section 12.20.010 of the Palo Alto
Municipal tode. Schedules E-1 (Domestic Electric Service, E-2
(Commercial Electric Service). and E-4 (Street.and Highway Light-
ing) of the Palo Alto Utilities Rates and Charges hereby are
amended to read as shown on Sheets 1011, 102i, 103i, 104e, 107c,
107.ld, 107.2d, 107.3c, and 107.4a, respectively. attached hereto
and incorporated herein .
. SECTIOH 2. The Council of the City of Palo Alto hereby firtds
that the enactment of this resolution is not a. "project" within
the meaning of that t~rm as defined in Section 11.04.130 of the
Palo Alto Municipal Code and, therefore. no environmental assess-
ment is necessary.

~rnenever the monthly use of energy has ex~eeded 8,000 kilowatt-
hours for three consecutive months, a maximum demand meter will
be installed as pro~ptly as is practicable and thereafter con-
tinued in service until the monthly use of ~nergy has fallen below
6,000 kilowatt-hours for twel,ve consecutive months, whereupon, at
the option of the City, it may be removed.
The maximum demand in any month will be the maximum average power
in kilowatts taken during any 15-minute interval in the month pro-
vided that in case the·load is intemHtent or subject to violent
fluctuations, the City inay use a 5-minute interval. A thennal-
type demand meter which does net reset after a definite time inter-
val may be used at the City's option.

The billing demand to be used in computing charges under thi~
schedule will be the mean of the actual maximum demand in kilo-
watts for the current month and the highest such demand occurring
in the year ending with the current month.

Minimum· Charge:

Primary Voltage Discount:
When delivery hereunder is made at the same·voltage as that of
the line from which the service is supplied, a discount of four
percent for 11 kilov~lts or higher available line voltages and
three percent for available line voltag~s fro~ 2 kilovolts to
10 kilovolts will be allowed provided the City is not required to
supply service at a pa~ticular line voltage where· it has. or will
install, ample faciliti.es for supplying at another voltage equally
or better suited to the custom~r 1 6 electrical requirements. The
City retains the right to change its line voltage at any time,

a. Trpe of Service: This schedule is applicable to series street
lighHng systems for which the City will-furnish constant-current
regulating transformers and to multiple street lightipg systems to
which the City will deliver current at secondary voltage. Unless
otherwise agreeo, series current will be deliverad at 6.6 amperes
and multiple current at 120/240 volts*, three-wire, single-phase.
Single-phase service from 480-volt sources will be available in
certain areas at the option of the Utility when this type of ser-
vice is practical from the Utility's engineering standpoint. All
currents and voltages stated herein are nominal, reasonable varia-
tions being permitted.
New lights will normally be supplied as multiple systems. Series
service to riew lights will be made oniy 'lo."hen it is practical fr.om
the Utility1 s engineering st.ancipoint to supply .them from existing
series systems.
b. Point of Delivery: Delivery will be made to the customer's system
at a point or at points mutually agreed upon. The City will fur-
t~ish the service connection to one point for each group of lamps,
provided the customer has arranged his system for the least prac-
ticable num~er of points of delivery. -All underground connections
will be made by the customer or at the customer's expense.
c. Switching: Switching will be p'erformed by the City of Palo Alto
(on the City's side of points of delivery) and no extra charge will
be made for switching provided there are at least 10 k~lowatts of
latnp load on each circuic separately switched, inclua.mg all lamps
on the circuit whether seried under this schedule. or not; otherwise,
an extra charge of $ 2·. 50 per month will be made for each circuit
separately switched unless such switching installation is made for
the City's convenience or the cu$tomer furnishes the switching
*In certain localities the Utility may-supply service from 120/208-volt,
star-connected polyphase lines in.place of 240-volt service.

facilities an<l, if installed on the City's equipment, reimburses·
the City for installing and maint~ining them.
d. Annual »urning Schedule: The above rates ~pply to lamps which will
be turned on and off once each night in accordance with a regular
burning schedule agreeable to the customer but not exceeding 4.100
hours per year for all-night service and 2,050 hours per year for
midnight service.
e. Maintenance: The rates under Classes B and C include all labor
necessary for ~eplacement of lamps and glassware and for inspection
and cleaning of the same. Maintenance of glassware by the City is
limited to standard glassware such as is commonly used and manu-
factured in reasonably large quantities. A suitable extra c~arge
will be made for maintenance of glasswa1·e of a type entailing un-
usual expense. Under Class C, the rates include maintenance of
circuits between lamp posts and •::>f circuits and equipment in a.nd on
the posts. provided these-are all of good standard construction;
othct-wisc; the·City may decline to grant Class Crates. Class C
rates also include painting of posts with one coat of good ordinary
paint as required to maintain good appearance but do not include
replacement of posts broken by traffic accidents or otherwise.
f. Multilamp Electroliers: The abov€ charges are made on a per-lamp
basis. For posts supporting one or mo~e iBlllps; where the lamps are
less th~n nine feet apart, the above charges for Classes B and C
will be reduced by six percent," computed to the nearest whole cent,
for all lamps other than the first one.
g. Operating Sched~les Other Than All-Night and Midnight: Rates for
regular Oi-Je!"ating schedules ot.her than all-night and midnigh~ w:i.11
be the midnight rates plus or minus one-eleventh of the difference
between the midnight and the all-night rate, computed to the near-
est whole cent, for each half hour per night more O;" less than mid-
night service. This adjustruent will apply only to lamps on regular
operating schedules which do not exceed '*• 500 hours per year.
h. Street Light Lamps, Standard and Nonstandard Ratings: The rates for
incandescent lamps under Class A are applicable for service to

i. Continuous Operation: The :i..·atc for continuous 24-bour operation

j. Systems Owned in Part by Cftv: Wbere, at c.ustomer's request, the
City installs, own~, and maintains any portion of the lightin3 fix-
tures, supports, and/or interconnecting circuits, an extra monthly
charge of 1-1/4 percent of the City's estL~ate of additional invest-
ment shall be inade.
