DSOLUTION OF THE COUNCIL OF '1'HE CITY OF PALO ALTO
ADOPTING AMENDMENTS TO THE COMPREHENSIVE PLAN FOR
'tllB DEVELOPMENT OF THE CITY OF PALO ALTO
WHEREAS, the Planning Connission conducted a review and
on April 12, 1978, held a propei:ly noticed public hearing to
consider certain amendments to the Palo Alto Comprehensive
Plan1 and
WHEREAS, the City Council held a properly noticed public
hearing to 'consider amendments to the Palo Alto Comprehensive
Plan on May 15, 1978.
NOW, THEBEFORE, the Council of the City of Palo Alto does
JmSOLVE as·follows:
SECTION l. The City Council finds that changed conditions
and the pii61ic interest, health, safety and welfare require
those certain amendments to the Palo Alto Comprehensive Plan
set forth ~n paragr3ph 2 hereof.
SECTION 2. The Palo Alto Comprehensive Plan is hereby
amended as "'fdl"lows: .. .
a. Housing, p.5, Diagram illustratin9 housing-costs:
•The averaqe of the estimated market values of
three typical single-f am.ily homes in Palo Alto
in October 1977 waa $121,700 accoxdin9 to the
Northern california Real Estate Beport. This
figure represents a 187 percent increase from
the April 1971 figure of $42,400.•

Leave intact the first three sentences of the second
paragraph. Delete the last sentence of that paragraph.
Delete all of the third paragraph. Substitute the
followin9:
"The 1978 ~oning ordinance further reduces the exten~
of non-ccnforming uses and non-c~lying structures
by allowing continued, unamortized use and occupancy
by existing multi-family uses and structures in the
single-family and duplex zones in accord with Housing
Policy t2 of this Plan1 and by allowinq continuedt
unamoi:tized use and occupancy by offices in multi-
family zones which were lawfully existing in multi-
family zones under the previous ordinance, in accord
with Employment Program 4 and the text on paqe 18 of
this Plan.
•To go one step f1.i.rther in preservinq compatible
existing uses, a new procedure will. be developed
·whereby owners of improved prope~ies other than
those described above, and whichhave become non-
conforming by application ·of the 1978 zoning
ordinance, may apply to be excepted from the
termination provisions for non-confonitlng uses
by action of the Planninq.Collllllission and City
Council. Each applicant will be required to
demonstrate that the present use is ~
compatible with those uses that are consistent
with land use desiqnations. once excepted from the
termination provisions, such a use will not be
subject to amortization, and in addition, the
improvements on the property may be remodelled, .
~roved, or replaced on the same site for continual
use and occupancy by the same use, provided that
there will be no change of the use or increase
in the size of the improvement.• '
SECTION 3. The City council hereby finds that the adoption
of those amendments to be Palo Alto Comprehsnsiw Plan set foJ;th in
paragraph 2 hereof will not cause any significant environmental impacts.
