The redistribution of-the unclaimed funds and deadline dates for sub- mittal of projects and related contract documents will be established by majority vote of the City Engineers and/or Directors of Public Works of the cities and the County. SECTION 2. The Council hereby determines that this is not a project as -aefined in Section 11.04.130 of the Palo Alto Municipal Code and, therefore, no environmental impact assessment is necessary.
