RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
APPROVIUG PROCESS TO BE USED IH SANTA CLARA COUUTY
TO IMPLEMEU'f THE FEDERAL AID SAFER OFF-SYSTEM ROADS

l-lliEREAS, the Federal Aid Highway Act of 1976 provided for the
establishment of a Safer Off-Systett Roads Program; and
WHEREAS, the Federal Aid Highway Act of 1976 provides Federal
funds for expenditures on toll free county roads and city streets
·which are not on any Federal-Aid System. and which are under the
jurisdiction of and maintenance by a public authority and open to
public travel; and
WHEREAS, Secticn 2530(c) of the California Streets and Highways
Code requires that the distribution of funds among the cities within
each county and the county shall be deternined by agreement between
the county and a majority of the cities, which cities shall include
a majority of the mu.~icipal population within the county; and
lffiEREAS, th~ County of Santa Clara has been designated as the
lead agency to coordinate this program in Santa Clara County;
-now. THEREFORE. the Council of the City of Palo Alto does RESOLVE;
as follows:
SECTION 1. The Council hereby approves the following process
for distribution of Safer Off-System Roads Program funds al!lOng the
cities of Santa Clara County and Santa Clara County. Each appor-
tionment of Safer Off-System Roads Prog.;..'am funds to Santa Clara
County will be allocated to the individual cities and unincorporated
area of the county ir. accordance with the following provisions:
(a) The funds allocated to each city and unincorporated
area of the county shall be based upon the ratio of each jurisdic-
tion's population to the total county populati.on.
(b) The latest State Depart:I!lent of Finance population
est::._'Uate figures will be used in determining each jurisdiction 1 s
share. Based on 1977 population figures and 1976-77 fiscal year
allocation of $387,714 the population percentage and share for each
jurisdiction is as follows:

(c) Unclaimed funds will be redistributed to eligible
projects to avoid loss of program funds in Santa Clara Count:y. The
redistribution of-the unclaimed funds and deadline dates for sub-
mittal of projects and related contract documents will be established
by majority vote of the City Engineers and/or Directors of Public
Works of the cities and the County.
SECTION 2. The Council hereby determines that this is not a
project as derined in Section 11. 04 .130 of the Palo Alto Municipal
Code and, therefore, no environmental impact assessment is necessary.
