RESOLUTION OF THE COUNCIL OF THE CITY OF PALO .2\LTO
REQUESTING THE METROPOLITA1~ TRANSPORTATION COMMISSI~N
TO MAKE TRANSPORTATION DEVELOPMENT ACT ARTICLE 4.5 FUNDS
AVAILABLE TO THE CITY OF PALO ALTO FOR COMMUNITY TRl\NSIT
SERVICES
WHEREAS, Senate Bill No. 1687 (Chapter 1348 of California
Statutes of 1976) specifies the priority for community transit ser-
vices under the Mills-Alquist-Deddeh Act; and
WHEREAS, in the absence of a specified finding, up to five
percent (5%) of th~ money remaining in the local transportation
fund may be allocated to cities, counties, and operators for
community transit services until July l, 1980; and
WHEREAS, said community transit servic:es are defined as trans-
portation services which link intracommunity origins and destina-
ti~ns including such services for those, such as the disabled, who
cannot use conventional transit services; and
WHEREAS, there is an urgent need in the County of Santa
Clara for door~to-door transportation services for mobility-
impaired persons who cannot avail themselves of the currently-
available fixed route transit services to obtain such life essen-
tials as medical treatment and groceries; and
WHEREAS, such need is evidenced by 11 Project Mobility,"
instituted in 1975, funded entirely by the City of Palo Alto,
and currently serving ap)?roximately 700 mobility-impaired persons
per yP.ar at an operating cost of $70,000.
NOW, THEREFORE, the Council of the City of Palo Alto does
RESOLVE as follows:
SECTION 1. The Council hereby request the ~..etropolitan Trans-
portation Commission allocate to Palo Alto for community transit ..
services a sum equal to Thirty-seven Thousand Six Hundred ten Dollars--
($37 ,610).
SECTION 2. The Council hereby authorizes and directs the City
Clerk ~o forward a certified copy of this resolution to the Metro-
politan Transportation Conunission.

COMPENSATION PLAN FOR THE CITY OF PALO ALTO

SECTION I. SALARY
A. Salary Range Table
Personnel covered by this plan shall receive compensation within the
salary ranges set forth in the Salary Range Tables that follow Sectfan II.
The salary range for each position classification title and number 1s
expressed in bi-weekly and/or hourly rates along with the approximate
monthly and/or annual equivaler.t.
B. Establishment of Sala.rx.
re City Manager is authorized to make appointments to or advancements
within the pr·escribed ranges upon evaluation of employee qualification
and perfonnance.
1. Step Increases
Merit advancements from the first salary step to the second salary
step shall be granted at six-month intervals and between the second .
and subsequent steps at one-year intervals if the affected employee
· has demonstrated continued improvement and efficient and effective
service. For the purpose of determining step titi:e requirements= time
will corrmence on the first day of the inonth coinciding with or
following entrance onto a salary step. Step increases; shall be
effective on the first day of the payroll period .in which the ti~
requirements have been met. The City Manager, in recognition of
unusual circumstances or extraordinary performance, may authorize
speeial merit advancement. . · ·
2. In the event that a downward adjustment of a salary range indicates
a reduction in the established salary of an individual employee,
the City Manager ma,y~ if circumstances warrant, continue the salary
for such employee in an amount in excess of the revised-range
maximum for a re3sonable period of time. Such interim salary rates
shall be defined as "Y-ratest•. ·
3. Effective with the pay period which includes April 1, 1979, classi-
fications within the representation unit wil 1 receive a 6.oi
salary increase calculated on the E-Step. unless modified by the
provisions outlined in Memorandum A attached to the Memorandum of
Agreement between the City of Palo Alto and local 715, SEIU, dated
April 1, 1978.
SECTION II. SPECIAL COMPENSATION
Personnel covered by this compensation plans in addition to the salary set forth
in Section I above, may rGceive special compensation as follows. Eligibility
shall be fn confonnance with the Merit Rules and Regulations and l\.dministrative
Directives issued by the City Manager for t~e purposes of clarification and .inter-
pretation.

A. Annual Adjustment
Annual"ty, each employee who holds a regular, full-time appointment in
the municipal service on or before July first and continues in such
status through the first pay·-period in December shall receive, in
addition to the salary prescribed herein, a salary adjustment equal to
one percent (1%) of the employee 1 s current annual salary; or at the
enployee•s option and subject to management approval, 24 hours paid
leave to be a,Jsed prior to the January 31 following. Annual adjustments
or time off shall be prorated to reflect appointment from January-1
through July 1 of the current year, or interrupted service during the
year.
B. Overtime, Working Out of Classification, and In-Lieu Holiday Pay
Compensation for overtime work, working out of classification and scheduled
work on paid holidays shall be in conformance with the Merit Rules and
Regulations and Administrative Directives.
C. Group Insurance
1. Health Plan
The City s~all pay all premium payments on behalf of employees wt)o
are eligible for coverage under the health plans as described in
Subsection (a) and (b). Any premium rate increases during the life
of thf s Memora.ndum of Agreement shall be paid by the City. The
following options will exist:
(a) Employee and dependent coverage under the existing r.aiser Health
Plan s contract, including the Drug Plan III option.
(b) Employee and dependent coverage under the existing City.of Palo
Alto Employees• Health Plan with major medical maximum of
$250,000. . .
(c) The City sha 11 , upon subrni tta 1 of e~ (dence of payment, reimburse
up to $60 per quarter of medical plan premiums on behalf of repre-
sentation unit employees who ·retire from the City u~_er service
or disability retirements after April 1, 1978. The retiree may
select any medical plan. The plan may cover eligible dependents
as defined under the City Employees' Health Plan. No reimburse-
ments· will be made for plans providing benefits other than
medical and health benefits. -
2. Dental Plan
The City shall pay all premium payments on behalf of employees, and
one dependent of employees, who are eligible for coverage under the
City's self-insured dental insurance plan except that employees will
pay the following amounts for multiple dependent coverage:
-Two or More Dependents $7.80 per month

The City shall assume any premium rate increase in existing employee
and dependent dental coverage.
Effective with the pay period wMch includes April 1, 1979, full
dependent coverage shall be paid by the City unless modified by
the provisions outlined in Memorandum A attached to the Meraorandum
of Agreement between the City of Palo Alto and Local 715, SEIU9
dated April 1 ,-1978.
3. Basic Life Insurance
The Cif3 shail continue the basic-life insurance plan as currently
in effect -fQr the term of this compensatfan plan.
4. Long_ Tenn Disability Insu~
The City shall continue the long term disability insurance plan
currently in effect for the term of this compensation plan. · -
Employee c9verage is subject to a voluntary payroll deduction of
the insurance premimn applicable to the first $2000 of monthly
salary for Plan B or the first $1800 of monthly salary for Plan A;
the City will pay prenflJtllS in excess thereof. The City wil 1 pay
up to $10 per mon~h of premium for those employees without eligible
dependents covered under the health insurance provisions.
Effective with the pay period which includes April 1, 1979, the City
will pay up-to $15 per month toward long term disability insurance
premiums for those employees without eligible dependents covered
under the health insurance provisions un1ess modified by the pro~
visions as outlined in Memorandum A attached to the Memorandum of
Agreement between ·the City of Palo Alto and Local 715, SEIU, da.ted ~ril l, 1978.
D. Educational Leave.and Tuition Reimbursement
1. City will reimbur5e ex~~ses for tuition, books and curriculum
f3es incurred by employees.within the representation unit, to a
maximun of $450 per fiscal year, for classes given by accredited
institutions of learning or approved specialized training group.s.
Programs must either contribute to the employee's job perfonnance
or prepare the employee for other City positions. anc. must be
. approved in advance.
2. Employees may request advance of funds subject to the approva·l of
the Personnel Office. Advances may be granted for tuition. books
and other curriculum fees in exchange for repayment agreement in
the event advances are not supported or courses ili'e not satisfactorily
completed as indicated.
3. Professional and technical employees assigned by the City to attend ,·;
meetings, workshops, or conventions of their professional or tech ..
n1ca1 associations shall have their-dues and reasonable expenses
paid by the City and shall be all oWed to attend such workshops.

E. Parking
The City shall provide all em~loyees within the representation unit
with parking privileges in the Civic Center Garage at no cost to such
employees.
