Pursuant to the provisit>ns of Se~tion 12 of Articfe III of the Charter of the City of Palo Alto, the Conpen- sation Plan, as set forth in EXJIIBlT A attached hereto and made a part hereof by refer~nce, hereby is adopted for confidential personnel effective March 26, J.97B. SECTIOH 2. The COI!lpensation Plan adopted herein shall be adminfstered oy the City Manager in accordance with the Merit Systen Rules and Regulations. SECTION 3. The Compensation Plan shall become effective the pay period beginning ?larch 26, l~i3. and shall continue in effect until amended or revoked by the Council. S'LCT!OU 4. The City Controller hereby is authorized to im- plement the Conpensation Plan ;~dopted herein in his preparation of forthcoming payrolls and to make retroactive adjustments to employees' pay to reflect the .effective date of March 26, 1978. He is further authorized to make changes in the-titles of em- ployee classifications identified in the Table of Authorized Personnel contained in the 1977-73 budget if such titles have been changed by the Co~pensation Plan. SECTIOU 5. Resolution no. 5391 as to confidential personnel hereby Is rescinded. SECTIOU 6. The Council of the City of Palo Alto hereby finds that the enactment of this resolution is not a "project" within th~ meaning of that term as defined in Section ll.04.130 of the Palo Alto Municipal Code and. thereforet no environnental assess- ment is necessary. MARCH 26 I 1978 .. ••• • • COMPENSATION PLAN FOR THE CITY OF PALO ALTO Confidential Personnel SECTION I. SALARY A. Salary Range Table Personnel covered by this plan shail receive compensation within the sal{lry ranges ~et forth in the Salary Range Tables that follow Section II. The salary range for each position classification title and number is expressed in bi-weekly and/or hourly rates along with the approximate · monthly and/or annual equivalent. · B. Establishment of Sala.rx. The City Manager is authorized to ~~ke appointments to or advancements within the prescribed ranges upon evaluation of employee qualification and perfonnance. , · 1 • Step Increases .. Merit advancements from the first salary step to the second salary step shall be granted at six-month intervals and between the second · and subsequent steps at one-year intervals if the affected employee · has demonstrated continue<! improvement and efficient and effective service. For the purpose of determining step time requirements: time will connence on the first day of the month coinciding with or fol lowing entrance onto a salary step. Step increases shal 1 be effective on the first day of the payroll period .in which the time requirements have been met. The City Manager, in recognition of unusual circumstances or extraordinary performance, may authorize speeial naerft advancement. · · 2. In the event that a downward adjustment of a salary range indicates a reduction in the established salary of an individual employee, the City Managar may, if circumstances warrant, continue the salary for such employee in an amount in excess of the revised·range maximum for a reasonable period of time. Such interim salary rates shall be defined as 11 Y-rates11 • 3. Effective with the pay period which includes April 1, 1379, classi- fications within the representation unit will receive a 6.0% salary increase calculated on the E-Step. unless modified by the provisions outl foed in Memorandum A attached to the Memorandum of Agreement between the City of Palo Alto and local 715, SEIU, dated April 1, 1978. SECTION II. SPECIAL COMPENSATION Personnel covered by this compensation plan, in addition to the salary set forth in Section I above, may r&ceive special compensation as follows. A. Annual Adjustment Annually, each employee who holds a regular, full-time appointment in the municipal service on o~before Ju1y first and continues in such status through the first pay-period in December shall receive, in addition-to the salary prescribed herein, a salary adjustment equal to one percent (1%) of the employee's current annual salary; or at the employee's option and subject to management approval, 24 hours paid leave to be µsed prior to the January 31 following. Annual adjustments or time off shall be prorated t~ reflect appointment from January l through July l of the current year, or interrupted service during the year. 8. Overtime, Working Out of Classific~tion, and In-Lieu Holiday Pay Compensation for overtime work, working out of classification and scheduled work on paid holidays shall be in conformance with the Merit Rules and Regulations and Administrative-~irectives. C. Group Insurance 1. Heal th Plan The City s~all pay a~l premium payments on behalf of employees wtio are eligible for coverage under the health plans as described in Subsection (a) and (b). Any premium rate increases during the life of this Memorandum of Agreement shall be paid by the City •. The following options will exist: (a) Employee and dependent coverage under the existing Y.aiser Health Plan S contract., including the Drug Plan III option. .. (b) Employee and dependent coverage under the existing City of Palo Alto Employees' Health Plan with major medical maximum of $250,000. . ·(c) The City shall, upon submittal of evidence of payment, reimburse up to $60 per quarter of medical plan premiums on behalf of repre- sentation unit employees who.retire from the City under service or disability retirements after Aprill, 1978. The retiree may select any medical plan. The plan may cover eligible dependents as defined under the City Employees' Health Plan. No reimburse- ments· will be made for plans providing benefits other than medical and health benefits. 2. Dental Plan The City shall pay all premium payments on behaif of employees, and one dependent of employees, who are eligible for coverage under the City's self-insured dental insurance plan except that employees will pay the following amounts for multiple . dependent coverage: -Two or More Dependents $7.80 per month ·, '1. { . Effective with the pay period which includes April 1, 1979, full dependent coverage shall be paid by the City unless modified by the provisions outlined in Memorandum A attached to the Memorandum of Agreement between the City of Palo Alto and Local 715, SEIU, dated April .1, 1978. 3. Basic Life Insurance The City shail continue the basic life insurance plan as currently in effect ·for the term of this comp.ensati.on plan. · 4. Long Tenn Disability Insu~ The City shall continue the long term disability insurance plan currE:ntly in effect for the term of this compensation plan.· . Employee c9verage is subject to a voluntary payroll deduct\on of the insurance premi:Jtn applicable to the first $2000 of monthly salary for Plan B or the ffrst $1800 of monthly salary for Plan A; the City will pay premiums in excess thereof. The City will pay up to $10 per mon~h of premium for those employees·without eligible dependents covered under the health insurance provisions. Effective with the pay period which includes April 1, 1979, the City will ~ up to $15 per month toward .long term disability insurance premiums for those employees without eligible dependents covered under the health insurance provisions unless modified by the pro- visions as outlined in Memo~andum A attached to the Memorandum of Agreement between·the City of Palo Alto and Local 715, SEIU, dated April l, 1978. D. Educational Leave.and Tuition Reimbursement 1. City w'ill reimbune ex~r,ses for tuition. books and curriculum fees incurred by employees within the representation unit, t-9 a maximum of $450 per fiscal year, for classes given by accredited institutions of learning or approved specialized training groups. Programs must either contribute to the employee's job perfonnance or prepare the employee for other City positions, ancr must be . approved in advance. ·. · . 2. Employees may request advance of funds subject to the approval of the PersQnnel Office. Advances may be granted for tuition, books and other curriculum fees in exchange for reMyment agreement in the event advances are not supported or courses a~e not satisfactorily completed as indicated. 3. Professional and technical employees assigned by the City to attend · meetings, workshops. or conventions of their professional or tec.h- nica1 associations shall h~ve their-dues and reasonable expenses paid by the City and shall ·be ~lloWed to attend such workshops, meetings, and conventions oh paid City time. Parking The City shall provide all em;>loyees within the representation unit with parking privileges in the Civic Center Garage at no cost to such employees.
