Pursuant to th~ provisions of Section 12 of Article III of the Charter of the City of Palo Alto, the Compen- sation Plan, as set forth in EXHIBIT A attached hereto and made a part hereof by reference, here~y is adopted for classified personnel effective tfarch 26, 1978. SECTIOH 2. The Compensation Plan adopted herein shall be administered oy the City Manager in accordance with the Merit System R.iles and Regulations. . SECIIOU 3, The Conpensation Plan shall. become effective the pay period" beginning March 26~ 1978, and shall continue in effect until amended or revoked by the Council. SECTIOU 4. 7he City Controller hereby is authorized to io- plement tfie Compensation Plan adopted herein in his preparation of forthcoming payrolls and to ~ake retroactive adjust~ents to employees•· pay to reflect the effective date of March 26, 1973. He is further authorized to make changes in the titles of em- ployee classifications identified in the Table of Authorized Personnel contained in the 1977-73 budget if such titles have been changed in the Compensation Plan. SECTION 5. Resolution No. 5390 as to classified personnel hereby is rescinded. SECTION 6. The Council of the City of Pzlo Alto hereby finds that the enactment of this resolution is not a "project" within the meaning of that term as defined in Section 11.04.130 of the Palo Alto Municipal Code and, therefore, no environmental assess- ment is necessary. SAL~RY A. Salary Range Table ·Personnel covered by this plan shall receive compensation within the salary ranges set forth in the Salary Range Tables that follow Se~tion II. The salary range for each position classification title and number is expressed in bi-weekly and/or hourly rates along with the approximate. monthly and/or annual equivalent. B. Establishment of Salary The City Manager is authorized to make appointments to or advancements within the prescribed ranges upon evaluation of employee qualification and performance. 1. Step Increases Merit advancements from the first salary step to the second salary step shall be granted at six-month intervals and between the second and subsequent steps at one-year intervals if the affected employee has demonstrated continued improvement and efficient and effective service. For the purpose of detennining step time require- ments, time will comnence on the f~rst day of the month coinciding with or following entrance onto a salary step. Step increases shall be effective on the first day of the payroll period in which the time requirements have been met. 2. In the event that a dow.:ward adjustment of a salary range indicates a reductio~ in the established salary of an individual employee, the City Manager may, if circumstances warrant, continue the salary for such employee in an amount in excess of the revised range maximum for a reasonable period of time. Such interim salary rates shall be defined as "Y Rates". 3. Effective with the pay period which includes April 1, 1979, classi- fications within the representation unit will receive a 6.0% salary increase calculated on the E-Step, unless modified by the provi~ions outlined in Melr()randum A attached to the Mell\)ra~dum of Agreement beb;' en the City of Palo Alto and Local 715, SEIU, dated April l, 1978. SECTION II. SPECIAL COMPENSATION · Personnel covered by this comp~nsntion plan, in addition to the salary set forth in Section I above, may receive special compensation as follows. Eligibility shall be in confonnance with the Merit Rules and Regulations and Administrative Directives issued by the City Manager for the purposes of clar;fication and inter- pretation. · A. Annual AdJu~~ AnnuaJly, each ernployee who holds a regular fuJl .. time appointment in the e COMPENSATION PLAN -Classified Employees Page 2 municipal service on or before July first and continues in such status through the first pay period in Decemb~r shall receive, in addition to the salary prescribed herein, a salary adjustment equal to one percent (1%) of the employee's current annual salary; or at the employee's option and subject to management approval, 24 hours paid leave to be used prior to the January 31 following. Annual adjustments or ti~ off shall be prorated to reflect appointment from Janua~·y 1 through July 1 of the current year, or interrupted service during the year. B. Overtime, Workir.g Out of Classification, and In-lieu Holiday Pay Compensation for overtime work, working out of cl essificat-ion and scheduled work on pa.d holidays shall be in conformance with the Merit Rules and Regulations and Administratfve Directives. C. Standby Pay, Ca 11-0ut _fst 1. Standby Compensation Employees perfonning standby duty sha{l be compensated at the.rates· established below: Period Monday through Friday 4:30 P.H. -8:00 A.H. Saturday, SYnday, Holidays 2. Minimum Call-Cut Pay Compensation $18.00 per day $28.00 per day Employees not otherwise excluded from receiving overtime pay who are called out to perform unscheduled work shall, be compensated for at least two hours• pay for each occurrence at the appropriate overtime rate~ This provision does not apply to employees called out to work while earning pay for being in a standby status. D. Niqht Shift Premium An additional 50t per hour night shift premium shall be paid to employees for work performed between 6:00 P.M. and 8:00 A.H. This night shift premium may be med if ied by the provisions outlined in Memorandum A attached to the Memorandum of Agreement between the City of Palo Alto and Local 715, SEIU, dated April 1~ 1978. A minimum of two hours must be worked between 6:00 P.M. and 8:00 A.M. to qualify for the premium. Employees who regularly \'«Jrk night shifts shall receive appropriate nig~t shift premiums, relating to night shift hours worked, in addition to base pay for holidays, sick leave and vacation. E. Unifo1in Allowance All employees for whom unifonns are not provided but who are required to wear specific clothing in the performance of their jobs ('"'">all receive one-hundred seventy-five dollars ($175) per year uniforin allowance. This ,. ' ' . CO.~PENSATION PLAN -~sified Employees Page 3 section shall include, but not be limited to, Animul Shelter, F~othills Park and Parking Monitor employees. If any other employee is required to wear a unifonn during the life of this Memorandum of Agreement, the City will meet and confer with the Union concerning the establishment of an equitable uniform allowance. All unifonn allowances shall be paid bi-weekly. F. Tool Aliowaoce 1. Mechanics in Equipment Maintenance shall be paid a tool allowance of $125 per year. 2. All tool allowances shall be paid bi-weekly. G; Group Insurance 1. Health Plan The City shall pay all premium payments on behalf of employees who are eligible for coverage under the health plans as described in Subsection (a) and (b). Any premium rate increases during the life of this Memorandum of Agreement shall be paid by the City. The f o 11 owing opt ions wi 11 exist.: (a) Employee and dependent coverage under the existing Kaiser Health Plan S contract, including the Drug Plan III option. (b) Employee and dependent coverage under the existing City of Palo Al to Employees' Health Plan with majo~ medical maximum of $250,000. (c) The City shall, upon submittal of evidence of payment, reim- burse up to $60 per quarter of medical plan prem1ums on behalf o.f representation unit employees who retire from the City under service or disability retirements after April 1, 1978. The retiree may select any medical plan. The plan may cover eligible dependents as defined under the City Employees' Health Plan. No reimbursement will be made for plans providing benefits other than medical and health benefits. 2. Dental Plan The City shall pay all premium payments on behalf of employees, and one dependent of employees~ who are eligible for coverage under the City 1s self-insured dental insurancP_ plan except that employee? will pay the following amounts for multiple dependent coverage: Two or More Dependents $7.80 per month COMPENSATION PLAN -Cl"sified Employees Page 4 ---..,,.--------- The Cit:t shal 1 assume ant premium rate increase in existing employee and dependent dental coverage. Effective with the pay period which includes Ap~il 1, 1979, full dependent coverage shall be paid by the City unless modified by the provisions outlined in Memorandum A attached to the Memorandum of Agreement between the City of Palo Alto and Local 715, SEIU, dated April 1, 1978. 3. Basic Life Insurance The City shall continue the bask life insurance plan as currently in effect for the term of this compensation plan. 4. Lons Term Disabi 1 ity Insurance The City shall continue the long term di sabi1.1ty insurance plan currently in effect for the tenn of this compensation plan. Employee coverage is subject to a voluntary payroll deduction of the insurance premium applicable to the first $2000 of monthly salary for Plan B or the first $1800 of monthly salary for Plan A; the City will pay premiums in excess thereof. The City will pay up to $10 per month of premium for those employees without eligible dependents covered under· the heal th insurance provisions. -Effective with the pay period which includes April l, 1979, the City will pay up to $15 per month toward long term disabiltty insurance premiums for those employees without eligible dependents covered under the health insurance provisions unless modified by the provi sior1i as outlined in Memorandum A attached to the Menor-'· andum of Agreement ~etween the City of Palo Alto and Local 715, SEIU. dated _Apri 1 1. 1978.
