VISORS TO COUSOLIDATE SAID ELECTIOU UITII TIIE DIRECT
PRIMARY ELECTIOl~ TO BE HELD JUlIB 6, 1978
WHEREAS, the City Council, as provided in Section 3 of Article
XI of the Constitution of ~the State of California desires to submit
to the electors at the 1978 Direct Primary Election a proposal for
amenchllents to the Charter of the City of Palo Alto; ~
NOU, TlrtREFORE, the Council of !.:he City of Palo Alto does
RESOLVE as follows:
SECTIOU 1. That the: following measure shall be submitted to
the e!ectors of the City of Palo Alto at a special election to be
held June 6, 1978, to be designated as City of Palo Alto measure

Shall the Charter of the City of Palo Alto be
amended to provide for four-year staggered
teras for members of the Board of Education,
with elections in odd numbered years?

SECTIOU 2. _, If a 1!18.jority of the qualified voters ·voting at
said election-shall vote in favor of CITY OF PALO ALTO MEASURE ,
it shall be deemed ratified, and Sections 2(b) and 2(c) of Article
VIII-A of the Charter of the City of Palo Al~o shall, upon filing
with the Secretary of State, be amended to r·ead as follows:
"(b) Time of electioTt. The election and
recall of members of the board of education
shall be held at the times and in the manner
provided by the Education Code of the State of
California." -
"(c) Term of office. · The term of office
of the 'members of the bo•rd of education shall
be four years from and after the first day of

April succeeding their election and until their
successors are elected and qualified. The term
of office of the member of the board of education
which cormuenced July 1, 1975, shall expire March
31, 1979. The tenn of office of the member of
the board of education which commenced April 1,
1977, rhall expire March 31, 1931. The term of
off ice of the member of the board of education
which commenced April 1, 1973, shall expire
March 31, 193:1 •• "
SECTION 3. The City Clerk hereby is directed to cause said
proposed cfiarter amendments to be published once in the PALO ALTO
TIMES, a newspaper of general circulation within the City of Palo
Alto, and all editions thereof during the day of publicationJ said
advertising in said newspaper to be completed not less than forty
(40) nor more than sixty (60) days prior to the date fixed for said
election;
Said City Clerk hereby also is directed to cause copies of
said charter amendnents to be printed in convenient pamphlet form
and in type of not less than 10 point and to cause ~opies thereof
to be mailed to each of the qualified electors of the City of Palo
Alto;
And said City Clerk also shall publish all such other notices
and do all such other things as may be r~qui=ed to submit such
measures to said electors at said ·election.
SEGTIOH 4. The Board of Supervisors of the County of Santa
Clara hereby is requested to order th~ consolidQtion of said
election with the dire~t primary election to be held on June 6,
1978, and to authorize the Registrar of Voters 9f Santa Clara
County to provide necessary servi.ces relating to the election.
SECTIOU 5.. The Council finds that this is not a project a~ ,de-
fined fn Section 11.04.130 of the Palo Alto Municipal Code and,
therefore, no environmental impact'assessment is necessary.
