RESOLVED, by the Council of the City of Palo Alto, California,
WBBRBAS, in accordance with the order of this council, a

Resolution of Preliainary Deteraination and of Intention for tbe&e
proceedings beretofor~ adopted by this Council on March 21, 1977.

2. That the owners of more than one-half of the area of the
property ~o be assessed for the acquisitions and improv ... nta have
not· filed with the Clerk 0£ this City at or before the tt.e f_ixed
for said hearing, or at all, •ritten protests or objections to the
ordering of the things proposed to be done, contained .in said report.
3.. That the owners of llOre than one-half of said area to be
asseaeed have not, either oraliy or in writing, protested or
objected ~o the ordering of said things p~oposed to be done, and
that each and all of said protests are hereby overruled. -_

4. That sai~ report and proceedlnqa heretofore had thereon or
thErefor are valid and fully conform with the proviaiona of Division
4 of the Streets and Highways Code, and all protests in,wr!t.ing
relating to the regularity or sufficiency of the proceedin9s filed
with said Clerk of this City at or before the time fixed for said
hearing, are her~by overruled.
5. That the public interest, convenience and necessity
require the acquisitions and improveaents set forth in said report,
that said proposed project is feasible and that the lands to be
assessed therefor will be able to carry the burden of such proposed
~ssessments, and the li•itations on-the amounts of the assesaae~ts provided for in said Division 4 may be disre9arded, both with ----
reepect t:_, the limitations on-the district ~s a whole, and as to the
liaitations on individual, specified assessaents.
6~ The lands proposed to be specially assessed t~ pay the
costs and expenses of said acquisi ti.ons and improve.-ents, are all ae
shown on the diagraJB of the proposed aasessaent district, which ia a
part of the report of the City Engineer.
7. Proceedings for the acquisltion and construction· of said
improveaents will be bad pursuant to the Special AssesSJ1ent
Investigation, Limitation and Majority Protest Act of 1931 ard the
Municipal Iaproveaent Act of 1913, and tbe bonds will be issued
pucsuant to the Iaprovell'!nt Bond ~ct of 1915.

DESCRIPTION OF PROPOSED ACQUISITIONS AND IYPilOVEMENTS
WILLOW ROAD PROJEL'T NO. 74-65
ASSESSMENT DISTRICT
The widening and improving of Sand Hill Road from
Santa Cruz Av6nue to its northeasterly terminus, and
Willow Road from said terminus of Sand TUll Road
northeasterly to Arboretum Road, by grading and the
construction therein of a four-lane road section,
64-feet wide, located within a 90-foot rigbt of way,
with a landscaped median strip, and by constructing
therein base pavement, wearing surface. curbs, gutters,
storm drainage facilities, strset lighting facilities
and landscaping improvements, witb bicycle paths
between the edge of curb and the right of way line,
together with such additional acquisitions and imprllve~·
ments as may be necessary to mitigate any environ-·
mental impacts caused by the project.
The widening and improving of Willow Road from
Arboretum Road northeasterly to El Camino Real
gen~rally along the alignment identified as Align-
ment I as shown o& the plat on tile in the office of
the City Clerk, by grading and.the construction
therein of base pavement, wearing surface, drainage
facilities as requiredJ street lichting facilities,
landscaping improvements, together with such addi-
tional acquisitions and improvements as ~ay be
necessary to mitigate any environmental impacts
caused by the project.
The acquisition of all land£, easements, facilities
and rights and the construction of all work &'Utilia.ry
to any of the above and necessary to complete the same.
