RESOLUTION OF THE COUNCIJ .. O~-TQ~CITY OF PALO ALTO
PROVIDING AUTHORITY TO THE CITY MANAGER TO EFFECT
CERTAIN CHANGES IN GAS UTILITY RATES (SCHEDULE G-1)
WHEREAS,· recentlv the California Public Utilities Commission
heard and granted seversl wholesale gas rate increases to Pacific
Gas & Electric Comt'anY as "offs.~~s" ·and 0 trackingtt ;-and
WHEREAS, said offsets include flµctuations in the cost of
gas to Pacific Ga& & Electric Company from certain producing
companies, tax law changes, ~xchange rate changes, and si1 •ilar
items affecting tne cost of· gas to Pacific Gas & Electric Company; and ,
WHEREAS, in addition to offsets~ other increases, cCA11DOnly
known aa "tracking," are authorized to be effective in the future
when and if the Federal Power Coinmisaion grant~ requested rate
increases to gas producers; and · · -
WHEBEAS, it is daairable for the City·of Palo Alto to adjust
its gas ratea·promptly upon commencemen~ of an increase from
Pactfic,Gaa & Electric Company tn order tG avoid loss of revenue;

NOW, TBEREFOllE, the Council of the Cityof Palo Alto does
RESOLVE as follows: .. ,·,-., · 1.'/ ·
SECTION l. Until December 31, 1978. the City Manager hereby
:I.a authorized to adjust the gaa rat88 .of the.City of Palo Alto
contained on Schedule G-1 of the City of Palo..Alto Utilitiea:Rates
and Chargea to produce revenue that is equal to, the wholesale gas
rate increase. The Palo Alto Gas late SchedU1e G-1 will aubatan~
tially conform with those rates contained on Pacific Gas & iiectric
ColaPany General Servlc• It.ate G-2, applicable to the East Bay.,, .·. '·'
Paninaula-San 3os•, and Sacramento aeographical areas. The erfective
date of aaid adjustments to Schec!ule·G-1 shall be the same date on
which the wholesale rate increases from Pacific Gas & Electric
Company become effective for the-City.
SECTION 2. Said rate cdjuatments may be made by the City
Manager to ccnfora with off'aet and tracking increases granted,
previously granted, or wb.i.ch may be ax-.nteo and placed into affect
curing said period and aball be limited to a maximum of ten .
percent (loi> over the existing rates currently contained in
Schedule G-1 ~f the Palo Alt~ Utilities Rates and Charges. This
rasoiution ahal~ net affect any incr~ase granted to Pacific Gas ~& Ela~tric Company in its rate of return or in rates and charges
to produce its existing authorized r&t~ of return, other than as
offset or tracking increases. Ttie City Manager shall report any
change in gas rates authorized by this resolution to the City
Co'2?1cil as soon as practic&ble.

SECTION 3. The Council of the City of ,alo Alto finds -that
this ls n-?t a project aa defined in Section ll.04.130 of the. Palo
Alto Municipal Code and; therefore, no environmental impact
assessment is necessary.
