REQUESTING THAT THE NORTH COUNTY C~JNITY
LEGAL SERVICES OFJPIC! NOT B? TERMINATED

WHEREAS, the Coram.unity Legal Services Boerd for Santa Clara County is con-
sidering the future of :he Community Legal Sen'~cea office which is now serving
tt4 a~rthLrn portion of Sa~ta Clara County and that off ice is located at 405
S.~enaan Avenue, Palo Alto. California; and
WHEREAS, there i~ a defini~e need for an of~1ce located in the northern
portion of ~anta Clara County because of the large numb~r of people served by
that office. There are 3, 485 households wlth inc012ae below poverty level in Palo
Alto, Mountain View and Los Altos alone which are serviced by this office and
wt.icb constitute approximately 11.85% of the tot~l households in Santa Clara County
~itb inco~ below poverty level. The statistir.s are set forth in more detail in
the graph attached as ~hi)> it "A11 to this resolution. In addition to these house-
holds, ~he office serves th~ patient~ at the Veteran's Administration, of Which
ther~ are 3,000 to 4,000 patients, many cf who• need legal services and most of
whoa are totally unable to tr4'.~l to S•n Jose in the event of the closure of this
off ice. (See ex.l\ibit "B" attached herP. ::o) The need is further shown by the fa~t
that approximately 1,000 i~dividuals are seen yearly and there are over 300 ~~es
habdled by the office each yeJ.r, even though the cffice is cnly opened on a part
ti.we basis. 'nlere has been a~-oifi~e in the north county since the inception of
Coaaunity Legal Services -fr. the county and the office has been located in Palo Alto
since 1972. 'lbe office is conveniently located within one block of the nor~hern
county couTthouse where the Superior Court and the four local Municipal Cou'l'ts
are located as well as other county offices. The office b provided free apace
and eome staff assistants by the local bar association.
~. if the C~ty Legal Services office serving nortnera Santa Clara
County is closed, the council finds that the low income population in this area
will be left without legal representation because the difficulties and coets. which
by definition these people cannot afford to incur, of traveling to San Jose would
be prohibitiva and result in the loas of legal representation to the low income
people in this portion of the county.
NOW, THEREFORE. the Council of the City of ?alo Alto d.oea USOLVE as follcn."'S:
that the Col'llllJI\ity Legal Services Board not terminate the northern county
office or in any way curtaH the service now being provided by that office; and
Tbat tbe City Clerk is directed to send a copy of this Resolution to the
Director and Chairman of the Board of C<•mun1ty Legal Services.
