RESOLUTlON OF TnE COUNCIL OF THE CITY OF PALO ALTO
MAKING .\PPLICA~ION TO LAFCO REGARDING AN AMENDMEN~
T0 THE URBAN SERVICE AREA OF THE CITY TO INCLUDE
rROrERTY CO~-~ONLY KNOWN AS THE ITT PROPE~TY AND
PROPERTY ADJACENT 'l'HERETC
WHEREAS, on February 6, 1973, the City of Palo ~\to adopted
its Urban Service Area which was approved by the County of
Santa Clara Local Agency Formation Commission (LAFCO) on April 4,
1973; and
WHEREAS, the City of Palo Alto ptoposes to purchase a parcel
of land of approx:·.rnately 152 acres located in the Pal.o Al to
Baylands and commonly known as the I'!'T property, and subsequently
to annex sai4 parcel to the City of Palo Alto~ and -
WHEREAS, a parcel of land of ·approximately l.~.acres is
located adjacent to said ITT property and upon annexation thereof
would remain an unincorporated parcel surrounded by the City of
Po.lo AltQ and therefore would be proposed for annexatio:'l with
said ITT property; and
WHEREAS, both of aaid parc:elo shown on Exhibit 11A11 attached
hereto and incorporated herein by this reference, and he.:einafter
referred to as the "Premises, 11 is located ~!ithin the Palo Alto
sphere of influence as adopted by L.1\FCO; and
WHEREAS, the Premises is an island of unincorpora:.ed tel"'ritory
su~rounded by the City of Palo Alto; ~nd
WHEREAS, the Premises is located outside Of but adjacent to
the Palo Alto Urban Service Area; and
, . WHEREAS, the Premises is de~ignated "Open Space --Controlled
Development" on the Palo Alto Comprehensive Plan Land Use Map and
is pre-zoned A-C-D (Agriculture-Conservation:Site and Design
Control), said pre-zoning being consistent with the land use desig-
nation; and
WHEREAS, the City of Palo Alto desires to amend its Urban
Service Area to include the Premises,
NOW, THEREFORE, the Council of the City of Palo Alto does
RESOLVE as follows:
SECTION. 1. The Council hereby requests and authorizes LAFCO
to amend the Urban Services Area of the City cf Palo Al.to to in-
clude that property referred to as the Premises and shown on
Exhibit 11 A. 11
SECTION 2. The City Manager is hereby directed and authorized
to complete, execute and furnish to LAFCO such applications,
documentation and information, and to take such other ~c~ions as
may be necassary-to facilitate and permit the above authorized
review by LAFCO.
SECTION :~. The Council hereby finds that the adoption cf
this resolution does no~ constitute a project as defined by the

• • California Environmental 0~1ality Act and Title 11 of the Palo Alto
Municipnl Code, and ~~at LAFCO is the lead agency for the purpose
of preparing environmental docl.lments -w:elatinq to the actual change
of the Palo Alto Urran Service Area.
