lmf"OLU'l'ION OF 'l'H.E COUNCIL OF THE CITY OF PALO ALTO
At°..:'ROVING AN AUENDMENT TO THE 197i-78 COMMUNITY
DEVELOPMENT PROGRAM -
WHEREAS, the Finance and Public Works Committee of the
City Council has reviewed the proposed program amendment and
·budget for the 1977-78 Community Development Program, attached
hert::to, marked Exhibit "A"J and
WHEREAS, the Finance and Public Works Committee and the
Cit¥ Council have held advertised public hearings on said
Program amendment-1 and
WHEREAS, potential uses of federal Community Development
Block Grant funds have been evaluated in light o~ the needs of
the community and the comments submitted by interested citizens
and qrganizations; and
WHEREAS, it is the intent of this p:rograrn to give the highest
priority_ to activities which will benefit low/moderate income per-
sona-and aid irt the prevention or elimination of slums or blight;
NOW, THEREFORE, the Council of the City of Palo Alto does
RESOLVE as follows;
SECTION l. The Council hereby adopts said Community
Development Program amendment, includinq the use of Community
Development funds for Continuation of the Pepper-West Meadow
Housing Improvement Program with Expansion into College Terrace,
Bou·sing Land Bank for Expansion of Lytton Gardens, Seni_or Center,
Removal of Architectural Barriers at Community Association for
Retarded, Inc., Webster Bl.ock relocation, ancLa contingency fund.
SECTION 2. The Council hereby authorizes staff to submit
the appropriate applic«tion forms for the amended 1977-78 Com-
munity Developn.Gnt funds, wit.ti such money to be used as indicated
in said Communi~y Development Plan and Program, and hereby
authorizes the Mayor, the City Manager, and other appropriate
city officials to sign the application forms wherever necessary.
SECTION 3. The Council finds that none of the provisions ·
of this resolution wili have a significant adverse environmental
impact.

percent~se of elderly is expected to rise to over 20~ by 1985. Of these_, 50%
hue an income below $6.000 per year and 25% have income undet' $3"000. A
study by the Palo Alto Task Force on Agi~g docutients a need for assistance :in ·
housing, health, education, occupation, and finances •
