WHEREAS, _ELLEN COWLEY has diligently and unselfishly contributed
of her time and talents while aervina as a member of the Rental Housing
Mediation Task Force frOlll July l, 1975 to August 31, 1977; and
WHEREAS, ELLEN COWLEY has worlt.ed untiringly in mediating disputes
betwe~ landlords and tenants and 1n other activitiea designed to improve
the quality of rental housing in the community; ~
WHEREAS, ELLEN COWLEY has made a significant personal contribution
to the community through her efforts in facilitating harmonious and fai~
rental housing relationships among tenants, owners, and-managers in Palo
Alto; and
WHEREAS, .the Council of the City of Palo Alto vishes to express its
appreciation to ELL!N COWLEY for her outstanding efforts in the public
interest;
NOW,. THEREFORE, BE IT RESOLVED that tne Council of the City of Palo
Alto hereby exp~esses its appreciation and commends ELLEN COWLEY for
her public service as a member of the Rental Housing Mediation Task Force.
