APPROVING Th~ APPLICATION FOP. 1974 STATE GRANT FUNDS
(GREER PARK Pl~SE II AUD CJ'J..IFORNIA AVENUE MINI-PARK)
WliERBAS, the people of the State of California have enacted
ti1e nstate Beach, Park, Recre~tional, and Historical Facilities
Bonci Act of 1974 which provides funds to the State of California
and its political subdivisions for acquiring lands and developin9
facilities for public outdoor recreation and historical purposes;

WliEREAS, the State Department of Parks and Recreation has
been delegated the responsibility for the.administration of the
program within the State, setting up necessary procedures govern-
ing application by local ~gencies under the program: and
WhEREAS, said procedures established by the State Department
of Parks and Recreation require the applicant to certify by
resolution the approval of applications prior to submission of
said applications to the State; and
WhLRlAS, said applications contain assurances that the appli-
cant must comply with; and "
WliERl:.AS, said procedures further require the applicant to
possess an aoopted plan showing parks and recreation lands and
facilities, existing and proposed; and
WhEREAS, tile City's Cor.tprehensive Plan was adopted by the
City Council ori November 29, 1976; and
WHEREAS, the proposed Greer Park and California Avenue Mini-
Park projects appear on the City1s plan, are consistent with the
California Outdoor Recreation Resources Plan and are in conformity
with the State Environmental Goals and Policy Report; and
Wl~EREAS, the projects must be col!lpatible with the land use
plans of those jurisdictions inmediately. surrounding the projects;
HOW, THEREFORE, BE IT RESOLVED that the City Council hereby:
1. Approves the filing of an application for 1974 State
Grant assistance;
2. Certifies that said agency understands the assurances
in the application;
3. Certifies that said agency has or will have sufficient
funds to operate and maintain the project;
4. Certifies ~lat said agency meets the planning requirements
and that the project is compatible with the land use plans of those
jurisdictions in1nediately surrounding the project:
_ 5, Appoints the City Manager as agent of the City to conduct
all negotiations, execute and submit all documents, i~cluding but
not limited to applications, agreements, amendments, and payment
requests, which may be necessary for the completion of the afore-
mentioned project; and · ·

self, not a "project" within the meaning of that term as defined
in Section ll.04.130 of the Palo Alto Municipal Code and therefore
no environmental assessment is __necessary.
