I. . .. • • ORIGINAL RESOLUTION NO. 5408 RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO ·oECLARING THE RESULTS OF THE GENERAL MUNICIPAL ELECTION aELO ON MAY 10, 1977 WHEREAS, on May 10, 1977, a general m\inicipal election was duly held in the City of Palo Alto pursuant to the provisions of Section 3 of Article III of the Charter of the City of Palo Alto for the purpose of electing five councilmembers, each for a full term of four years expiring June 30, 1981: and WHEREAS, due and legal notice of said general m"unicipal election was given as required by law; and WHEREAS, on the 10th day of May, 1977, at the hour of 7:00 o'clock in the morning of said day the polls were duly and regularly opened for said general municipal election in said city and said polls were continuously kept open for said purpose from the time they were so opened until 8:00 o'clock in the evening of said day; and· WHEREAS, OJ\ May 1£, 1977, the Council .of the City of Palo Alto met at its us~l place of meeting and did then and there canvass the returns of said·general.municipal election and declare the results thereof; NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE as fol lows: . · SEC'l'ION 1 • The Council finds and deal.ares that~ (a) A general municipal election was duly and regularly held on May 10, 1977, in all things according to the Charter of the City of Palo Alto, Resolutions No. 5337 and 5385, and the election laws of the State of California; (b) The whole number of votes cast in the City _at said general municipal election, including votes cast upon abs~ntee ballots, was 58.665 -; and (c) The total number of votes given and cast at said general municipal election, including votes cast upon absentee ballots, was as follows for.the candidates for City council: GARY FAZZINO ~~ PRANCES HALLAM BRENNER . 5.369 JOHN FREDRICH 659. SECTION 3. Attached hereto and incorporated herein as EXHIBIT A is the statement of the re~ult, as required. by Section 22933 of the Elections Code of the State of California. Former Councilman Alan Henderson placed within the top five "winners" circle" in au precincts . but two-and :')St by just one vote in oneor those,· precinct 21. He also Jost in precinct 24. Gary Jouzino, the second youngest councilman ever to be elected in Palo Alto, was a winner ~, all precincts ~cept four. He also lost by just oce vote ,.,, ................ In the north. Crescent Parle area. candidates who were. backed by more conservattve, business- oriented factions ran strongly, while in the south and the Barron Parle area •0resJdentiaDr:S" won handily. . Mrs. Burton won in only two rre-· cincts. 21 and 24, where she supplanted Hendqson on a list d winners that included Fu:zir.o, Way,. Kubokawa and Sher. · • Of the other nine active candidates. ·only Robert MOsS won any precinct and those were the .. Bam>a hrk" area precincts 4, 8 and 9. In those areas, Moss bumped Fazzino to joint the full .. residentiatist" grOUp of ·Sher. Mrs. Brenner, Mrs. Fletcher and Henderson. Henders0n's strength in the otherwiSe conserw-· tive, or .. establishment," areas was attributed to name recognition and a campaign that stressed tax cuts and holding the city budget down. In the "mixed" ~cts. Fazzino, Mrs. Brenner, Way. H~nderson and Sher won in 13 and 15, and Mrs. Fletdler supplanted Mrs. Brettner on that list in 16-an unusual Win because 16 is usualJy veiy conservative. Kubokawa joined "residentiaUsts" Brenner. Fletcher, Henderson and Sher to win in precinct 25; and he joined Fauino. Fletcher. Henderson and Sher to win in precincts, .30. 31 and 33. Those are his .. home area" precincts. . The only significant shifts in yoting trends ft1lm past elec;tion were in precincts J 1, JO and Hand 19.
