HomeMy WebLinkAboutRESO 5404RESOLUTION NO. 5404 • ORIGINAL RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO ENDORSING THE REVENUE BOliD ISSUE OF SANTA CLARA VALLEY WATER DISTRICT WHEREAS, Santa Clara Valley Water District has called an election to be held May 31, 1977, seeking authority to issue $56,000,000 of Revenue Bonds to improve its water service to levels consistent with the Master Plan of the Cities and County of Santa Clara; and WHEREAS, Revenue Bonds will place no bu7den upon property taxes or upon residents not benefited but will be repaid only by the revenues of the water enterprise so funded; and WHEREAS, a bond issue for such funding will spread the cost thereof to future as well as present water users; and WHEREAS, the major improvements to be funded are necessary to take advantage of the Federal San Felipe Water Project which has received final approval by the administration of Presid~nt Carter; NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE as follows: SECTION 1. The City of Palo Alto hereby endorses the proposed issue of Revenue Bonds of Santa Clara Valley Water District to improve its water service and urges approval of said bond issue by the voters of the District on May 31, 1977. SECTION 2. The Council of the City of Palo Alto in enacting this resolution does realize that the Revenue Bond issue, if passed. will provide substantial water service improvements within ~he Santa Clara Valley Water District which may stimulate significant population increases with the County. To minimize the adverse effects of such growth, the Council requests the County to preserve agricultural lands in the south county, to control growth through zoning, and to keep density at a reasonable, low level. The Council furthermore en- courages the County to preserve and safeguard its present and future water resources through water reclamation and water conservation. SECTION 3. The Council of the City of Palo Alto hereby finds that the enactment of this resolution is not a "project" within the meaning of that term as defined in Section 11.04.130 of the Palo Alto Municipal Code and, therefore, no environmental assessment is necessary.
