RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
ADOPTING A COMPENSATION PLAN·FOR CASUAL EMPLOYEES
(EFFECTIVE MARCH 27, 19 77 )· ANO RESCINDING RESOLUTION
NO. 5228
'rhe Cou..~cil of the City of P~lo Alto does RESOLVE as fol-
lcws:
SECTION l. Pursuant to the provisicna of Section 12 of
Ji.rticlc III of the Charter of the City of Palo Alto, the Compen-
aation Plan, as set forth in EXHIBIT A attached hereto a..~d made
·a· part hereof •by reference·, hereby is adopted for casual employees
affective March 27, 1977.
SECTION 2. The Compensation Plan adopted herein •hall be
administered by the City Manager in accordance with the Merit
System Rule• And Regulations• -
SECTION 3. The Compensation Plan shall become effective t.a~e
pay period beqinnin9 March 27, 1977, and shall continue in effect
until amended or r~.voked by the C6uncil. ·
SECTION_ 4o The City Controller hereby-is authorized to im-
plement the Compensation Plan adopted herein effective March 27,
1977. He is further authorized to make changes to the titles of
employee classifications identified in the Table of Auth~rized
Personnel contained in th• 1976-77 budget if such titlea have
been changed by the Compensation J.>lan.
SECTION s. Resol,~tion No. 5228 as to temporary and non-
regular part-tim.. ..... ,employees hereby is rescinded.
SECTION 6. ··The Council of the City of Palo Alto hereby finds ..
that the enactment of this resolution is not a.•project• within
the meaning of that term as defined.in Section. 11.04.130 of the
Pal.o Alto Municipal Code and, therefore, no environmental assess-
ment is necessary.

SECTiON I. DEFINITioNs
Casual Einployee: An employee _not f1111ng ~~-authorized regular i>os1tion-, but -
who may work full tfme or-part time on a temporary basis •
. SECTION II. SALARY AHO CLASSIFICATION
:It 1s the fntent of the City of Palo Alto to compensate casual employees at a rate
of pay similar to those of Regular ·employees performing 1 fke work. -.
Casual employees are to be hired w1th1n the classification framework, as presented
1n the attached pay plan, that is closest to a correspc:;nding Regular classification
in both level of Mark performed and rate of pay.
ShOuld a casual -employee be requir~ to take on added duties above the level of.-
those originally requirf!d when first hfred,-the employee is to-be reclassified into
a .new classification and pay __ rate which most adequately corresponds to the new
duties.. Conversely, ff the employee is required tO perfonn at a substantially
lower level, the employee-is to be reclassified into· a correspondingly lower level classification at a lower ~evel of pay. --
SECTION III. SPECIAL CCllP91SATION
A. ·Holfdy Pay
Casual employees are eligible to receive holiday pay only -if hours wrked
during the pay period when the holid~ occurs plus the holiday (8 hours, -
each) tota 1 80 or more hours. -
8. Paid Leaves
Casual employees are not eligible for any paid leaves.
C. Overtime Pay
.casual employees are eligible for overtime preaium pay at tille and one-half
when n!C:IUired to wrk more than a standard shift (8 hours -five day week; .
9 hour$ -four and one-half day week: 10 hours~ four day week) or· on an
official City holiday. · ·

2.-Casual employees who work full time (40 hours per week) and
are expected to continue for more than six 11anths (1040 JiOUrs
fn a year) must be enrolled in PERS ·for retirement benefits from
the first day of cempensated employment. ·
3. If work schedule fs changed subsequent to date of employment to comply with Section 1 or Section 2·above. employee must be
enrolled fn PERS ~nd may arrange retroactive credits in
compl fance with PERS procedures and if appropriate back pa)"llll!nts
are made. .
SECTION IV. TERM OF EMPLOYMENT

calendar year thereafter.
C. Employment records for casual employees are reviewed 11nnually on or about
January first; those who have not worked during the pt ecedfng calendar
year are cons1dered as terminated. ·
