RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
REAFFIRMING FINDINGS MADE UPON ADOPTION OF THE
UNIFORM BUILDING: MECHANICAL, HOUSING. PLUM.BING
AND FIRE CODES AND THE NATIONAL ELECTRICAL CODE
WHEREASJ at various times set forth hereinbelow~ the
Council of the City of Palo Alto has adopted, readopted
or amended the Uniform Building, ~echanical: Housing;
Plumbing and Fire Codes and the National Ele~trical Code;
and
WHEREAS, in the course of such adoption, readoption
or amendment &aid Council has found that certain changes to
said codes are necessary to conform the code to lo~al pra~
tices and procedures, t:o provide for -current administ:rative
enforcement practices, Lo continue amendments to previous
editions of the codes, and to protect the public health, safety,
and welfare; and
WHEREAS, a number of said changes existed as of
November 23 1 1970, and have been carried through adoptions,
readoptions and amendments of said codes without the necessi-
ty for any findings therefor; and . ·-WHEREAS, Sec·tion 17958.7 of the Health and Safety Code
of the State of California may reqaire a statement of express
findings-for such changes in said codes to be filed with
the Department of Housing and Cotll!Dunity Development of the
State of California;
NOW, THEREFORE~ the Council of che City of Palo Alto does
REOOI:.YE·-as follows'!
SECTION 1. The findings made by the Council of t:he City
0£ PaloAlto in Ordinance 2810, adopt:ing the 1973 Edition of
the Uniform Plumbing C~de are hereby reaffi"':Oled, and the
findings adopted as a part of Ordinance 260ti relating to
adoption of the 1970 Edition of the Uniform Plumbing Code
are hereby reaffi"rmed and expressly made applicable to such
changes adopted therein.as were adopted~ readopted: amended
or carried through without change in said Ordinance 2810
adopting the 1973 Edition of said Uniform code. In addition
the Council reaff.irms its adoption of material contained in
CMR. 406;4 and the minutes of the City Counc!l,and such of its
Committees as may have discussed the matter, are incorporated
herein by reference ,as additional findings in support of
said c-ode.
SECTION 2. The findings made by the Council of the City
of Pa'fo Alto in Ordinance 2809, adopting the 1973 Edition of
the Uniform Building: Housing and Mechanical Codes are hereby
reaffi:t1D.ed, and the findings adopted aB a part of Ord~nance
26 ~ relating to the adoption of the 1970 Edition of the
Uniiorm Butlding and Mechanical Codes and Ordinance 2626 ·
relating to ~he adoption of the 1970 Edition of the Uniform
Housing Code are h~reby ~eaffirmed and expressly made ~pplicable
to such changes adopted therein as were adopted, readopted,

amended or catried through without change in said Ordinance 2809
adopting the 1973 Building Hou~ing and ?:iechanical C<:des. In
addition the Council reaffirms its adoption of material :con-
tained in CMR 406·4 and fhe min~tes of the Cicy Council, and ~uch
of its Committees as may have discussed the matter, are incor
porated herein by reference as additional f indlngs in support
of said code.
-SECTION 3. The findings made by the Council of the
City of Palo Alto in Ordinance 281\, adopting the 1971
·· National Electrical Code are hereby reaffir~ed, and the
findings adopted as a part cf Ordinance 2600 relating to
the adopt·ion of the 1968 National Ele~trical Code are hereby
reaffirmed and expressly made applicable to such changes adopted
therein as were adopted, readopted_. amended or carried through
without" ch~nge in s·aid Ordinance 2811 adopting the 1971 National
Electrical Code.. ln addition the Council reaffirms its adoption
of material contained in CMR 406;4 and, the minutes of the City
Council, and such of its Commit tees as may ~1ave discussed the
matter, are incorporated herein by r~ference as additional
fi"ndings in support of said code.
SECTION 4. The findings made ·by the Council of the
City of Palo Alto in Ordinance 2812; adopting the 1973 Uniform
Fire Code are hereby reaffirmed, and the findings adopted as
a part of Ordinance 1570 relating to the ad~ption of the 1965
Uniform Fire Code are hereby reaffirmed and expressly made
applicable to such changes adopted therein as were adopted;
readopted, amended or carried Lhrough without change in said
Ordinance 2812 adopting the 1973 Uniform Fire Code. To the .
extent that said Ordinanc~ 2812 carries thro~gh change~·made
in Ordinances 1570 and 2326; adopting earlier editions of the
Uniform -F_ire Codep said changes are hereby found to not l:·equire
any find1ngs whatever under Ordinance 2812 and in addition the
Council reaffirms its adoption of material contain~d in CMR 417:4~
and the minutes of t.he C:i.ty Council, =ind suc.h of its Committees
as may have d.iscussed the matte-c. are incorporated herein by
re'ference·as additional findings in support of said code.
13EeTION 5 .. The Coun·cil of the City of Palo Alto hereby
finds--·t'Eiat the enactment: of this ordinance is not a "project"
withirr th~ meaning of that term es defined in Section 11.04.130
of the Palo Alto Municipal Code andt therefore, no environmental
assessment is necessary. -
_ S£CTION 6~ The City Clerk is authorized and directed to
forwar<T"'a copy of this ordinance and such supporting materials
as the City staff feels appropriate to the State of California
Department of Housing and Community Development prior to
April l~ 1977-.
