RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO ENDORSING AND SUPPORTING THE REGIONAL HOUSING SUBSIDY DISTRIBUTION SYSTEM AND AUTHORIZING THE ASSOCIATION OF BAY AREA GOVERNMENTS TO ~?PLY FOR FEDERAL HOUSING ASSISTANCE ON BEHALF OF THE CITY OF PALO ALTO WHEREAS, local govern~ents in the San Francisco Bay Area have demonstrated a connnitment to providing adequate housing for all residents by developing local housing elements and Housing Assistance Plans, pursuant to State and federal require- ments; and WHEREAS, local governments' action through the Association of Bay Area Governments, the Areawide Planning Organization for the San Francisco Bay Area, have committed themselves to improved housing for low and moderate income people reAionwide in Phase I of the Regional Housing Element, approved by ABAG's Executive Board on August 21, .975; and WHEREAS, through Title II of the Ho1.1 sing and C<..mmunity Development Act of 1974, fedecal housing subsidies are available to assist low and moderate income people. to secure decent rousing that meets their needs; and WHEREAS, federal housing subsidies are distributed among the nine Bay Area counties and their municipalities according to the Regional Housing Subsidy Distribution System, developed and approved by ABAG's Executive Board on September 16, 1976, following extensive conmrunication with local elected offic~als, citizens and public grcups; and WHEREAS, said regional system sets numeri~al goals for the distribution of low and moderate income housing assistance:~ to the nine Bay Area counties and their larger municipalities in support of locally developed Housing Assistance Plans; and WHEREAS, ABAG shall apply for additional federal housing assistance on behalf of local governments, Participating Jurisdictions, which support and endorse said regional system; NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE as follow·s: SECTION 1. The City of Palo Alto, a Participating Juris- diction, supports implementation of the goals and objectives of ABAG' s Regional Housing Subsidy Distribution-Systems:.~and y.rges ABAG to seek additional federal housing assistance to help local governments meet the needs they have identified. SECTION 2. The Council of the City of Palo Alto hereby finds that the enactment of this ordinance is not a "project" within the meaning of that term as defined in Section 11.04.130 -1 - of the Palo Alto Municipal Code and, therefore, no environ- mental assessment is necessary.
