irregularity or defect to which objections were made, and which
were filed with the Clerk of this City at or before the time fixed
·for the hearing, were fully heard.and considered by the Councilr
NOW, THEREFORE.F IT IS ORDERED, as follows:
1. That said_ improvements constitute a single comprehensive
scheme~for the construction of ~aid improvements as described in the
Resolution of Intention for these proceedings heretofore adopted by
this Council on August 9, 1976.
2. That.the owners of more than one-half of the area of
the property to be assessed for the acquisitions and improvements
have not filed with the Clerk of this City at or before the time
fixed for said hearing, or at all1 written prot~~ts or objections
to the ordering of the thing~ proposed to be done, contained in
said report.
3. That the owners of more than one-half of said area to
be assessed have not, either orally or in writing, protested or
objected to the ordering of said things proposed to be done, and
that each and all of said protests are hereby overruled.
4. That said report and proceedings heretofore had there-
on or therefor are valid and fully conform with the provisions
of Division 4 of the Streets and Highways Code~ and all protests
in writinq relating to the regularity or su£ficiency of ·the pro-
ceedings,. filed with said Clerk of this City at or before the time
fixed for said bearing, are hereby ov~rruled.
5. That the"public interest, convenience and necessity
require the acquisitio~s and improvements set forth in said report,
that said·.proposed project is feasible an4 that the lands to be
assessed therefor will be able to carry the burden_ of such pro-
posed assessments, and· the liadta tions on the · aaounts of the. assess-
ments provided for in said Division 4 may be disreg~ded, both with
respect to the limi_~tiona on the district as 4 whole, and as to
tile l_iaitations on individual, specified assessaents~

6. _The lands proposed to be specially assessed to pay the
costs and expenses of said acquisitions and improvements, are all
as shown on the diagram of the proposed asses~ment district, which
is a part of the report of the City Engineer.
7. Proceedings for the acquisition and conatruction of
said improvements will be had pursuant to the Special Assessment
Investigation, Limitation and Majority Protest Act of 1931 and
sectlons 13.12.040 and 13.1::?.0SO cf ·Chapter 13.12 of Title 13 of
the Palo Alto Municipal Code, and the bonds will be issued pursu-
ant to the Bond Plan G~ section 13.16.150 of Chapter 13.16 of
Title 13 of said Code.

a) The acquisition of (i) properties-known as
427 and 435 Bryant Street (the uold Safeway
lot") located between Florence Street and Bryant
Street contiguous to •nd northwesterly of tbe
alley running from Bryant Street and Florence
Street, and (ii) properties known as 412
and 420 Kipling Street and 424 and
440 Lytton Avenue located at the northerly
corner of Kipling Street and Lytton Avenue.
b) The relocation of persons and businesse11 lo-
cated on said properties, the demolition of
existing structures and the improving thereof
as public off-street vehicle parking facilities
by grading and the construction therei~ of base
pavement, wearing surface, curbs, gutters,
drainage facilities, lighting facilities,
striping, landscaping and all acxiliary work
necessary to complete the same as of !-street
automobile parking facilities.
c) The financing of a feasibility study for and
on behalf of the area of the assessment dis-
trict :which will encompass the following
matters:
