RESOLUTION NO. 5327
RESOLUTION OF THE COUNCIL OF THE. CITY OF PALO ALTO
REQUESTING TlIE SANTA CLARA COUNTY TRANSPORTATION
DISTRICT BOARD TO MAKE FUNDS AVAILABLE.TO THE. CI~IES
FOR COMMUNITY TRANSIT-SERVICES
WHEREAS, Senate Bill Noo 1687· (Chapter 1348.of California
Statutes of 1976) specifies the priority for community· transit
services under the Mills~Alquist-Deddeh Act; and
WHEREAS, in the abseri~e of. a specified. findingr up~~ five
percent (5%) of the money remaining in' the local transportation
fund must be allocated to cities, counties, and operators for
community transit services. until July l, 1980,; and
WHEREAS, said community transit. services. are. defined as ·trans-
portation services which link intracommunity origins· and destinations,
including such services for those~ such as the: disabled, who· cannot
use conventional transit. services; and
WHEREAS, there is an urgent need in the Count.y: of Santa
Clara for door-to-door.transportation.services for mobility-
impaired persons who cannot avail themselves; of the•· c-~ently
available fixed route transit ser\rices to obtain such life
essentials as medical treatment· and groceries.; and
WHEREAS, such. need is evidenced by. -"Project Mobility, "
instituted in 1975, funded entirely by the City of Palo· Alto,·
and currently serving approximately 650 mobility-impaired per-

sons per year at an operating cost of $60,000J and
WHEREAS, the County of Santa.Clara· currently. collects a l/2~
sales tax for transportation purposes)
NOW, THEREFOm;, the Council of the City· of Palo Alto does
RESOLVE as follows:
SECTION 1. The council. hereby requests· the Santa Clara· county
Transportation District Board to allocate annually to cities ·1n the

County for community transit aervicea. & sum. equal to at least
seven percent (7t) of the. 1/2,r! sales. tax. which .. figure Palo Alto
believes needed,_ based upon _its experience with •project Mbbility."
SECTION 2. The CouncLl herelJy,authorizes and directs the
City Clerk to forward a certified copy of this resolution to the
Santa Clara County Transit District Board and· to each city in the
County of .Santa Clara, and: urges each city to adopt a similar
resolution.
